[HISTORY: Adopted by the Borough Council of the Borough of Steelton 10-18-1982 by Ord. No. 82-6, approved 10-18-1982. Amendments noted where applicable.]
This chapter, together with the National Electrical Code, 1981 Edition, adopted herein, shall be known and may be cited as the "Electrical Code of the Borough of Steelton."
A. 
National Electrical Code. There is hereby adopted in its entirety, by the Borough of Steelton, copies of which are on file in the office of the Borough, that certain electrical code known as the "National Electrical Code, 1981 Edition (NFPA 70-1981)" as amended through the effective date of adoption of this chapter and as published by the National Fire Protection Association save and except such portions as are hereinafter deleted, modified or amended.
B. 
Application. The provisions set forth in this chapter and in the National Electrical Code, 1981 Edition, adopted herein, shall take effect 31 days from the date of enactment of this chapter or any amendment thereto and shall apply throughout the entire Borough.
A. 
Office of Code Enforcement. All the provisions of the Code Enforcement Ordinance of the Borough are hereby adopted with this chapter.[1] The administration and enforcement of this chapter and of the National Electrical Code herein adopted shall be carried out by the Office of Code Enforcement of the Borough in accordance with the procedures established by the Code Enforcement Ordinance of the Borough and by the National Electrical Code adopted herein. Said Code Enforcement Ordinance provides for certain powers and duties of a Code Enforcement Officer, for the creation of a Code Hearing Board and for procedures relative to applications, fees, permits, inspections, appeals, penalties and other matters.

B. 
Inspections. A service, rough wire and final electrical inspection are required where applicable by the Code Enforcement Officer and/or by an approved electrical inspection agency; in the event the inspection is performed by an approved electrical inspection agency a copy of the approval shall be submitted to the Code Enforcement Officer not later than 15 days after completion of the installation of the electrical work. The payment of all electrical inspection fees and charges by the Code Enforcement Officer or by an approved electrical inspection agency shall be borne by the applicant.

Whenever the inspection by an approved electrical inspection agency shows that the provisions of the Borough Electrical Code have not been complied with, the approved electrical inspection agency shall inform the Code Enforcement Officer of the violations. In the event of such information being supplied to the Code Enforcement Officer concerning violations or in the event the Code Enforcement Officer performing the inspection himself or herself determines that there are violations, the Code Enforcement Officer shall then notify the applicant of the violations and how to abate the violations to achieve compliance with the Borough's Electrical Code. Failure to abate the violations after a reasonable length of time shall be sufficient reason for notification of the electric utility company to disconnect or refuse to connect or supply electrical power to the structure.
(2) 
Concealing work. Work in connection with an electrical wiring system shall not be covered or concealed until it has been inspected, approved and permission to do so has been granted by the Code Enforcement Officer. When such work has been covered or concealed before inspection and approval, it shall be exposed for inspection.
(3) 
Inspection of existing electrical wiring and apparatus. In order to provide safety against existing hazards or defective electrical wiring and apparatus, the Code Enforcement Officer and/or his authorized representative, including an approved electrical inspection agency, shall, when requested by proper authority or when public interest so requires, cause inspections to be made of any structure in the Borough to ensure that the existing electrical wiring and apparatus are not defective or unsafe. The Code Enforcement Officer shall notify the owner of the structure of any unsafe or defective conditions that are found and shall require the owner to abate or correct the unsafe or defective condition in accordance with the Borough's Electrical Code within a reasonable length of time.

See Chapter 60, Flood Damage Prevention, and the latest officially issued federal floodplain mapping. If a provision of this chapter regulates the exact same matter as a provision of the Flood Damage Prevention Chapter, the provision that is most restrictive upon use and development shall apply.
Any person, firm or corporation who shall violate any provisions of this chapter and/or the Borough's Electrical Code shall, upon conviction in a summary proceeding before any District Justice,[1] be sentenced for each such violation to pay a fine of not less than $10 plus costs and not more than $300 plus costs and, in default thereof, to undergo imprisonment in the county jail for a period not to exceed 30 days. Each day that a violation continues after due notice has been served in accordance with the terms and provisions hereof shall be deemed a separate offense.

A. 
Savings clause. Nothing in this chapter or in the National Electrical Code hereby adopted shall be construed to affect any suit or proceeding now pending in any court or any rights acquired or liability incurred or any cause or causes of action accrued or existing under any act or ordinance repealed hereby. No right or remedy of any character shall be lost, impaired or affected by this chapter.
B. 
Validity. The invalidity of any section or provision of this chapter or the National Electrical Code hereby adopted shall not invalidate other sections or provisions thereof.
C. 
Repealer. Section 44-4D of the Building Code of the Borough of Steelton and any ordinance or code provisions conflicting with the provisions hereof are hereby repealed insofar as they are inconsistent with this chapter.
