Be it enacted and ordained by the Borough Council of the Borough of Steelton, and it is hereby enacted and ordained by the authority of the same, that for the calendar year beginning January 1, 1968, and each calendar year thereafter, an annual per capita tax for general revenue purposes in the amount of $5 is hereby levied on each inhabitant of the Borough of Steelton above the age of 18 years, which said tax shall be assessed and collected as provided by law.
All taxpayers subject to the payment of the per capita tax herein levied and assessed shall be entitled to a discount of 2% from the amount of such tax upon making payment of the whole amount thereof within two months after the date of the tax notice. All taxpayers who shall fail to make payment of any such tax charged against them for four months after the date of the tax notice shall be charged a penalty of 5%, which penalty shall be added to such tax by the Borough Tax Collector and be collected by him.
