Upon proper written application, the Borough of Waynesboro may issue hoods for parking meters to tradesmen who perform their work within the Borough of Waynesboro for use in furtherance of the work of their trade by permitting the parking of their trade vehicle near the work when required thereby. A fee schedule shall be determined and adopted by resolution of Council for the issuance of hoods. Such fee as provided in said schedule shall be charged for each hood. All hoods shall be numbered and identified with the tradesmen to whom they are issued. In addition to the fee for each hood, the applicant shall deposit with the Borough an amount equal to the cost of each new hood furnished to the tradesmen and if the hood is returned to the Borough by the tradesmen in a reasonable usable condition on or after the expiration of the period for which it was issued, the deposit shall be returned to the tradesmen. Each tradesman shall register with the Borough of Waynesboro, the license number of any vehicle using said hood.
Any tradesmen to whom such hood shall have been properly issued, may place said hood upon any parking meter on the public streets of the Borough of Waynesboro, adjacent to the premises on which he is performing his trade, other than at his normal place of business and may park the vehicle being used in the performance of his trade in said parking space without the payment of any meter fee during the period of the actual performance of his trade.
The hoods and privileges granted hereby shall be valid only during the calendar year in which they were properly issued. "Tradesmen" shall include any person, firm, corporation or partnership pursuing a trade of the kind designated by Borough Council from time to time.
Any person or persons, firm or corporation, violating any of the provisions of this Part 6 or improperly making use of any hood, shall, upon summary conviction, be sentenced to pay a fine of not less than $5 nor more than $25, together with costs of prosecution, which fine and costs shall be recoverable as debts of like amount are by law recoverable, and in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days. In addition to said fine, the hood previously issued to said tradesmen shall be revoked.
Permits to permit the reservation of parking space upon the streets and public parking lots of the Borough to facilitate the conduct of funerals and weddings and to permit access to property adjacent to such reserved space for the purpose of loading and unloading materials and supplies for construction, equipping or demolition of buildings on such property, for the delivery of coal or for the use of moving vans to move in and out the furnishings, etc., of the occupants of the buildings shall be issued upon application to the Police Department which shall provide the permittee with the necessary signs or other insignia to be used to mark the reserved parking space, which shall be put in place by the permittee and returned to the Police Department before the end of the time for which the space is reserved. At the time such material is furnished the permittee shall make a deposit with the Police Department in an amount to be determined by Council from time to time by resolution, which amount shall be refunded to the permittee if such material is returned to the Police Department prior to the expiration of the time allowed under the permit and upon failure to return such material within such time, the deposit may be forfeited. No permit shall be issued for a period of longer than 72 hours but may be extended from time to time upon cause shown. No permit shall be issued if there is other reasonable access to the property for the purpose desired. If the parking space reserved under the permit is regulated by a parking meter, no coin need be deposited in the parking meters during the period the space has been reserved.
