Pursuant to Chapter 367 of the Laws of 1968, State of New Jersey, there is hereby created the position of Borough Administrator.
The Borough Administrator shall be appointed for a term not to exceed three years by the Mayor with the advice and consent of the Council. He shall receive as salary such sums as may be fixed and adopted by the Borough Council in the annual Salary Ordinance.
The Administrator may be removed by a 2/3 vote of the Borough Council. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
The Administrator shall not engage in any political activity, nor shall he make any financial contribution to any local political campaign.
The Borough Administrator shall be chosen on the basis of his executive and administrative abilities and qualifications with special regard as to education, training and experience in municipal administration and shall be a graduate of an accredited college or university.
The Administrator shall, under the supervision and approval of the Mayor and Council, to the extent not prohibited by law, have the following duties and responsibilities:
A. 
Serve as the chief administrative officer of the Borough.
B. 
Attend all meetings of the Mayor and Council, as required, with the right to participate in all discussions, but without the right to vote.
C. 
Execute all laws and ordinances of the Borough, subject to the direction of the Mayor and Council.
D. 
Appoint and remove all employees for whose selection no other method is provided by law.
E. 
Negotiate contracts.
F. 
Make recommendations concerning the nature and location of Borough improvements as determined by Council.
G. 
Recommend to Council for adoption such measures as he may deem necessary or expedient.
H. 
Represent the Borough in its relation to the federal government, state, county and other municipalities and assess the Borough's interest in contracts, franchises and other business transactions.
I. 
Make reports to the Mayor and Council, including a monthly report, and at the close of the year, make an annual report of Borough governmental activities.
J. 
Direct and supervise administration of all departments and offices of the municipal government following consultation with the respective department heads and to be responsible for the maintenance of sound personnel policies and administrative practices.
K. 
Carry out all policies established by Council.
L. 
Prepare the annual operating and capital budgets and submit to Council at a date and in accordance with the procedures established by Council.
M. 
Maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
N. 
Review and approve all vouchers and bills before submitting same to the Mayor and Council for final approval.
O. 
Establish work, personnel, vacation and sick leave schedule and keep appropriate records and reports in connection therewith.
P. 
Act as Borough purchasing agent.
Q. 
Perform such other duties as may be required by ordinance or resolution by the Mayor and Council.
R. 
The Borough Administrator is hereby appointed and designated as appropriate authority, pursuant to and in accordance with N.J.S.A. 40A:14-118, to discharge such powers and duties as therein authorized.

The Administrator shall devote full time to the interest of the Borough and shall not hold any other employment which will interfere with or conflict with his service to the Borough.
During his absence or disability of the Borough Administrator, the Mayor and Council may by resolution appoint an officer of the Borough to perform the duties of the Administrator during his absence or disability.
