All animals and their actions are the responsibility of their owners, whether individuals, partnerships, firms or corporations. Owners shall not permit their animals to annoy and disturb villagers with actions such as but not limited to the following: disturbances of the peace, biting, jumping, chasing children or people, interfering with traffic and running on the premises of anyone other than the owner or keeper unless the owner or occupant of such premises grants permission.
The violation of any provision of this Article shall be punishable by a fine not exceeding $250 or by imprisonment for not more than 15 days, or both.
