As used in this chapter, the following terms shall have the
meanings indicated:
A vessel capable of carrying one or more people and intended
for use on or in water.
The temporary storage of recreational vehicles, boats, or
utility trailers for a continued period of time not exceeding 12 hours.
Continuity of a single period shall not be considered broken or terminated
unless the recreational vehicle, boat, or utility trailer involved
shall have been removed for a period of at least 24 consecutive hours.

A vehicle-type portable structure without a permanent foundation,
which can be towed, hauled or driven and is primarily designed as
temporary living accommodations for recreational, camping and travel
use and including, but not limited to, travel trailers, truck campers,
camping trailers and self-propelled motor homes.
The placement of recreational vehicles, boats or utility
trailers at a given location within the Borough of Parkside for continuous
periods of time exceeding 12 hours.

A separate trailer, whether licensed or unlicensed, not driven
or propelled by its own power, designed to transport vehicles, boats,
motorcycles, commercial or noncommercial equipment and/or other types
of personal property.
An open space extending the full width of the lot, the depth
of which is the minimum horizontal distance between the front lot
line and the nearest line of the main building.
An open space extending the full width of the lot, the depth
of which is the minimum horizontal distance between the rear lot line
and the nearest line of the main building.
A.
Parking or storage must be in such a manner so as not to restrict
the visibility of traffic using any public street.
B.
The wheels of the recreational vehicle or utility trailer must at
all times be chocked or otherwise rendered immobile so as to prevent
any movement of the unit while it is in a stopped position. The use
of only the recreational vehicle leveling jacks or utility trailer
tongue jack does not constitute immobilization. If these jacks are
used to assist in stabilizing the unit, blocks of wood or other suitable
material must be used between the jacks and the ground or street to
prevent the jacks from creating a depression in the ground or street
surface. If a boat is parked or stored separately from its trailer,
the boat must be blocked in a safe manner with timbers or materials
that will sufficiently support the weight of the boat.
C.
Regardless of size, no recreational vehicle, boat or utility trailer
shall be stored or parked, unless in an enclosed structure, on any
lot that does not serve a principal residence.
D.
No recreational vehicle, boat or utility trailer shall be parked
or stored on any public street or public property for a time period
exceeding 12 hours. While parked on a public property or street, any
boat, recreational vehicle or utility trailer that must be towed must
remain attached to the tow vehicle, enabling the boat, recreational
vehicle or utility trailer to be readily removed from the public property
or street. In the event that the unit is moved from one location to
another location within the Borough, the total time at these locations
shall not exceed 12 hours.

E.
Recreational vehicles, boats and utility trailers may be parked or
stored on private property of the owner of such unit only under the
following conditions:
(1)
Parking/storage is permitted inside any enclosed structure, which
structure otherwise conforms to the zoning requirements of the particular
zone where located. There shall be no restriction on the number of
units stored within such enclosed structure.
(2)
Parking/storage is permitted outside, under the following conditions:
(a)
An overall length of 25 feet per unit shall not be exceeded.
(b)
Parking/storage must be in the driveway or rear yard of the
property. The existence of a fence is not deemed to prevent access
to the rear yard. No unit, or portion thereof, shall be stored in
a driveway which is located in a front yard, or between the principal
building line and the street line.
(c)
No more than two units per property are permitted.
(d)
The parking/storage of any unit shall not preempt the use of space otherwise used for the off-street parking of other vehicles as governed by the requirements of Chapter 182, Zoning.
(e)
Such unit must belong to the owner or resident of the premises.
Proof of ownership shall be required at the Borough's request.
(f)
No unit or portion thereof shall be parked or stored in a front
yard, nor be stored between the principal building line and the street
line.
(g)
All units must maintain current license and/or registration,
as required by the Pennsylvania Department of Transportation or other
applicable governing agency.
(h)
All covers, wraps and other materials used for protection during
storage must be securely fastened and/or sealed.
(i)
The maximum height of any unit, measured from ground level,
shall be 14 feet, and the maximum width at the widest point shall
not exceed eight feet six inches.
A.
Parking is permitted only for storage purposes, and any recreational
vehicle, boat or utility trailer shall not be:
(1)
Used for dwelling purposes, except for overnight sleeping for a maximum
of four days in any one calendar year. Cooking is not permitted at
any time.
(2)
Permanently connected to sewer lines, waterlines or electricity.
A temporary electrical connection of no more than 24 hours is permitted
for charging batteries and other purposes. Generators may only be
operated for one hour, limited to the hours of 10:00 a.m. to 5:00
p.m.
(3)
Used for storage of goods, materials or equipment other than those
items considered to be part of the unit or essential to its immediate
use.
B.
No major repairs, reconstruction, rebuilding or alterations are permitted.
No sanding and/or painting of fiberglass or lead- or copper-based
paint is permitted to be performed to a unit while parked or stored
outside. All such major work must be performed within an enclosed
garage.
C.
Major assemblies or equipment may be removed from a unit which is
stored outside, provided that the repairs or rebuilding of such assembly
or equipment is performed within an enclosed garage. However, any
scaffolding, A-frames, hoists or other disassembly mechanism used
or constructed must be removed and/or dismantled within 48 hours.
Whoever violates any provisions of this chapter shall, upon
conviction before a District Justice, be fined not less than $50 nor
more than $1,000 for each violation, plus costs of prosecution, and,
in default thereof, shall be imprisoned for not more than 90 days.
