The owners of houses, stores and buildings, fronting on streets, avenues or lanes in the Borough of Parkside be and they are hereby directed to number said houses, stores and buildings, and the following regulations are hereby provided for the numbering of the same.
A. 
All streets running northeast and southwest shall have Edgmont Avenue for the starting point. One hundred numbers shall be the allotment for any one square or block. The odd numbers shall be on the southerly sides of the streets, and the even numbers shall be on the northerly sides of said streets.
B. 
In the numbering of houses, stores and buildings on streets or avenues running in a general northwesterly direction, the Delaware River shall be the starting point, and allowing for the numbers previously established by the City of Chester, the numbers in the Borough of Parkside shall start at Gray Street, which starting numbers shall be the 2600 block. One hundred numbers shall be the allotment for any one square or block. The odd numbers shall be on the easterly sides of said streets, and the even numbers shall be on the westerly sides of said streets.
C. 
On streets or avenues where vacant lots exist, numbers shall be allotted to every 20 feet of ground fronting on said street or avenue.
The Highway Committee or its appointee shall have the power to number all houses, stores and buildings and to give to every owner of improved property the proper number for such house, store and building.
Any person or persons erecting houses, stores and buildings of any kind upon any vacant lot or property shall apply to the Highway Committee or its appointee for a number to be placed thereon.
The owner or owners of such property shall place the number designated for such property on a building in a prominent and conspicuous place and shall at all times keep said number legible by removal of interference of any kind.
The Highway Committee shall have the full right and authority to designate any number or numbers on any street, avenue or public highway of the Borough which may be laid out and opened after the passage of this chapter and shall have a like authority to designate such number or numbers due to additions, omissions or corrections found necessary.

Any property owner or owners who shall fail to comply with the provisions of this chapter within 30 days from the passage thereof shall be subject, upon conviction of the violation of this chapter before any District Justice, to a fine of $20, together with the costs for each offense, and in default of payment thereof, shall be sentenced to serve not fewer than five days in the county prison. Every day this chapter is violated shall constitute a new offense.
