The purpose of this article is to promote the health, safety and welfare of the residents of the Borough of Parkside.
Freestanding, portable signs are signs which consist of letters, words, graphics, artwork or other visual display of any kind or nature and which are not permanently attached to any building, pole affixed to real estate or real estate.
Freestanding, portable signs shall be permitted within the Business District of the Borough of Parkside, without the need to obtain any permit and without the need to include the size of such sign in any calculation of total signage limitations for any particular property, subject to the following conditions:
A. 
No freestanding, portable sign shall have more than two display faces.
B. 
Each display face of a freestanding, portable sign shall not be more than six square feet.
C. 
Freestanding, portable signs shall not be illuminated, electrified, revolve or otherwise move.
D. 
No such sign shall block, impede or otherwise pose a hazard to pedestrian or motor vehicle traffic.
E. 
Any and all such signs shall be displayed only upon the lot described in the deed for the building which houses the business to which the sign relates.
F. 
No such sign shall be displayed at times other than when the business to which it relates is open and operating.
G. 
No such sign shall be displayed from dusk until dawn.
H. 
No more than one freestanding, portable sign may be displayed for any one business within the Business District.

Any person, corporation, company, firm, partnership or other entity of any kind or nature found to be in violation of this article shall be subject to a fine not exceeding the sum of $1,000 on each and every day upon which the violation exists.
