No person, except emergency service providers, shall park, stop or stand any vehicle of any kind whatsoever, whether attended or unattended, on the roadway of Parkside Terrace longer than necessary for the actual loading or unloading of passengers or merchandise between the hours of 8:00 p.m. and 6:00 a.m.

The Borough Secretary of the Borough of Parkside is and the same is hereby authorized to issue permits for the parking of motor vehicles, as defined hereinafter in this article, on Parkside Terrace between the hours of 8:00 p.m. and 6:00 a.m. upon the personal application of any resident owner of Parkside Terrace a motor vehicle or by a resident tenant on behalf of any Parkside Terrace unit owner upon the conditions and restrictions contained in this article and upon payment of the parking fees prescribed by this article.

The application for such permit shall be made directly to the Borough Secretary including the year, make and model of the vehicle along with the license plate I.D. The vehicle MUST weigh less than 5,000 pounds.
The form of the permit shall be described by the Police Committee from time to time and shall include the effective date and expiration date of the permit and the name and address of the applicant to which it was issued. The permit shall be prominently displayed on such vehicle at such location therein or thereon as the Police Committee shall require from time to time.
The fee for such parking permits shall be payable at the time of filing the application and shall be $15 per year.
A. 
The parking permit issued under the provisions of this article shall automatically terminate without notice to the applicant upon the happening of any of the following events:
(1) 
Expiration of the period stated in the parking permit. (December 31 of each year.)
(2) 
Expiration of the state registration plates for such vehicle.
(3) 
Expiration of the motor vehicle inspection sticker on such vehicle, if any.
B. 
If, upon investigation, it is determined that any of the information provided on the permit application is false, then the permit may be terminated upon 24 hours' written notice to the applicant by the Borough Secretary, and in such event no portion of the permit fee shall be refunded.

The privilege afforded in this article shall not be available to any vehicle other than a passenger car or a family van or truck having a gross vehicle weight of under 10,000 pounds.

Any person violating any of the provisions of this article shall pay a fine of $15. If said fine is not paid within 10 days of issuance, written notification will be sent to the violator, and the fine will increase to $50. If after an additional 10 days of written notification the violator shall, upon conviction of thereof, be sentenced to pay a fine of $150, together with the costs of prosecution, and in default of payment thereof shall be liable to imprisonment for a period not exceeding 30 days.
