There shall be a Corning City Court. The civil and criminal jurisdiction, practice and procedure of the Court shall be as provided in the Uniform City Court Act, the Criminal Procedure Law and any other laws, provisions or rules of the state or any agency thereof. The Court shall be a part of the unified court system of the state.
A. 
The City Judge shall be the Judge of the Corning City Court. The salary or other compensation of the City Judge shall be fixed and paid by the state.
B. 
The City Judge shall be elected, file the oath of office and serve as specified in Article II of this Charter.
C. 
In addition to the residency requirement for all city officers, the City Judge must be an attorney admitted to practice law in the State of New York for at least five years.
D. 
The Mayor, with the approval of the City Council, shall appoint an attorney, qualified and appointed to serve as City Judge, to serve during the absence, disqualification or disability of the elected City Judge. The compensation of the appointed City Judge shall be fixed and paid by the state.
