The Corning City Council hereby establishes
a Contingency and Tax Stabilization Reserve Fund pursuant to New York
State General Municipal Law § 6-e authorizing the City Manager
to transfer a portion of revenues in excess of expenditures at the
end of each fiscal year into this reserve fund.
