All fees in the City of Corning shall be charged in accordance with the following fee schedule, including the base application fee plus the per unit cost. All residential permit fees shall be applicable to all multifamily residences and all commercial permit fees shall be applicable to all industrial properties.

B. 
Additional units of sewer above the base block shall be billed at $2.25 per unit through 25 units; $2.24 per unit for units 26 through 75; $2.23 per unit for units 76 through 150; $2.22 for units 151 through 300; $2.21 for units 301 through 500; $2.20 for units 501 through 1,000; $2.19 for units 1,001 through 2,000; $2.18 for units 2,001 through 4,000; $2.17 for units 4,001 through 8,000; and $2.16 for 8,001 units or more.
C. 
There shall be a penalty imposed upon such charges at the rate of 10% for payments made later than the time due on the bill, and an additional penalty of 1.5% per month on balances due at the end of the quarterly billing cycle.
