In accordance with the provisions of N.J.S.A. 39:4-197, the following municipal and Board of Education Property shall have the movement of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulations indicated:
A. 
Haddonfield Municipal Complex, 242 East Kings Highway.
(1) 
The speed limit for both directions of traffic in the parking lots shall be 15 miles per hour.

Penalties. Unless another penalty is expressly provided by New Jersey statute or this section, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of not more than $200 or imprisonment for a term not exceeding 15 days, or both.
In accordance with the provisions of N.J.S.A. 39:5A-1, the regulations of Subtitle 1 of Title 39 are hereby made applicable to the properties listed below:

The owners of the premises referred to in §§ 232-48 and 232-49 shall provide and install signs and pavement markings as required, which signing and markings shall be in accordance with the Manual on Uniform Traffic Control Devices. The costs of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall, subsequent to initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the Borough. The owner shall be responsible for the repair and restoration or replacement of same.
A. 
Definitions. As used in this section, all definitions shall be defined in N.J.S.A. Title 39, Chapter 1, Section 1 (N.J.S.A. 39:1-1 et seq.).
B. 
Parking.
(1) 
Parking is only permitted in the four gravel parking lots and in designated spaces along South Atlantic Avenue between the roadway and the recreational fields.
(a) 
Gravel lots shall be numbered as follows:
[1] 
Lot # 1: the northern most lot adjacent to the Recreation Building.
[2] 
Lot # 2: the center lot.
[3] 
Lot # 3: The southern most lot adjacent to the picnic area and woods.
[4] 
Lot # 4: the lot adjacent to the north side of the garden area.
(b) 
Parking in Lot # 4 shall be by permit only. The permits will be issued to members of the Haddonfield Crows Woods Gardeners Association, by the Chief of Police, from a list supplied by the head of the association.
(2) 
Parking is not permitted upon any recreational field, grassy area, any sidewalk, access roads (paved or unpaved), wooded area, hiking trails or paved recreational path.
(3) 
Parking hours.
(a) 
Parking is permitted only during complex hours. These hours are designated by the Commissioner of Public Works, Parks and Public Property as defined in Chapter 154, Parks and Recreation Areas, of the Code of the Borough of Haddonfield.
(b) 
Exceptions to above hours of parking. Parking will be permitted in Lot # 1, Lot # 2 and in the designated spaces along South Atlantic Avenue during operational hours of the Haddonfield Plays and Players between the closing time of the park and 1:00 a.m.
(4) 
Any person that violates Subsection B shall be fined not less than $15 nor more than $200.
C. 
Handicapped parking. Handicapped parking is provided for under § 232-31 of this chapter.
D. 
Driving.
(1) 
Operation of any motor vehicle, motorcycle or motorized bicycle (including but not limited to all-terrain vehicles, go-karts, go-peds and snowmobiles) upon any recreational field, grassy area, wooded area, hiking trails or the paved recreational path is prohibited.
(2) 
Any person that violates Subsection D shall be fined no less than $50 nor more than $500.
E. 
Speed limit. The speed limit of any motor vehicle or any other vehicle throughout the Crows Woods Recreational Complex shall be limited to 15 miles per hour.
F. 
Exemptions.
(1) 
Emergency personnel (police, fire, ambulance) and their motor vehicles are exempt from all provisions of this section while in the performance of their duties.
(2) 
Maintenance personnel and their motor vehicles are exempt from the provisions of Subsections B and D of this section while in the performance of their duties.
(3) 
The Chief of Police or Director of Public Works, Parks and Public Property has the authority to exempt any motor vehicle from the provisions of Subsection B of this section for any special event or official reason.
Sworn police officers of the Borough of Haddonfield's Police Department are authorized to issue summonses for violations of Title 52, Chapter 210A, et seq., of the New Jersey Uniform Fire Safety Act on public or private property within the Borough of Haddonfield (fire lane parking prohibited).
