No person shall engage in disorderly conduct.
Any person who shall do any of the following within the Borough of
Woodcliff Lake, either before, during or after any athletic event,
shall be guilty of unlawful conduct, a petty disorderly offense.
A. Unlawful behavior. A person is guilty of unlawful
conduct if, with purpose to cause public inconvenience, annoyance
or alarm, or recklessly creating a risk thereof, he:
(1) Engages in fighting or threatening or in violent tumultuous
behavior with an athlete, participant, fan, spectator, coach, opposing
coach, assistant or official;
(2) Creates or incites another to create a hazardous or
physically dangerous condition by any act which serves no legitimate
purpose of the actor; or
(3) Remains on a playing field, court or recreational
facility before, during or after an athletic event after being advised
he is not permitted to remain by any combination of two of the following:
(e)
Any athletic association of the Borough of Woodcliff
Lake.
B. Offensive language. A person is guilty of unlawful
conduct if, on a playing field, court or recreational facility, before,
during or after an athletic event, and with intent to offend the sensibilities
of a hearer or in reckless disregard of the probability of so doing,
he addresses unreasonably loud and offensive, coarse or abusive language
or gesture towards any athlete, participant, fan, spectator, coach,
opposing coach, assistant or official, which is likely to cause an
immediate breach of the peace or move the hearers to present violence.
As used in this article, the following terms shall have the
meanings indicated:
PERSON
Anyone, including, but without limitation, any athlete, participant,
fan, spectator, coach, opposing coach, assistant or official.
This article, in addition to municipality-owned property, shall
apply to any playing fields, court or recreational facility owned
by the Woodcliff Lake Board of Education where athletic events are
held.
Any offense committed within the meaning of
this article shall be punishable by a fine not exceeding $100 or up
to 50 hours of community service, or any combination of the two, for
each offense in the discretion of the Judge of the Municipal Court
of the Borough of Woodcliff Lake.
