The Norwalk Community College, located in the City of Norwalk,
shall have power, in accordance with its bylaws and subject to such
requirements and standards as may be prescribed for institutions of
higher learning by the State Department of Education, to confer such
degrees and grant such diplomas as are customary in institutions of
higher learning.
