A. 
All City departments, commissions and agencies shall annually submit to the Board of Estimate and Taxation a list of assessed fees and fines within their respective department, commission or agency as of December 31 of each fiscal year; and shall promptly notify the Board of Estimate and Taxation, in writing, of any changes in scheduled fees or fines made after said submission.
B. 
The Board of Estimate and Taxation shall create and maintain a master list of all fees and fines assessed by all City departments, commissions and agencies. The Board shall review the list at least biennially and shall submit a report to the Common Council, City departments, commissions and agencies recommending any changes that it deems appropriate.
