As used in this ordinance, the following terms shall have the
meanings indicated:
TENEMENT HOUSE
Any house or building, or portion thereof, which is rented,
leased, let or hired out to be occupied, or is arranged or designed
to be occupied, or is occupied, as the home or residence of three
or more families living independently of each other, doing their cooking
upon the premises and having a common right in the halls, stairways
or yards.
The owner of each tenement house located in the City of Norwalk
annually shall register with the Department of Health on or before
the first day of December of each year, commencing with December 1,
1966, each such tenement house owned by him, setting forth his name
and address, the address of such tenement house and the number of
apartments contained therein. Such registration shall be made on a
form to be furnished by the Department of Health.
The invalidity of any section or provision of this ordinance
shall not invalidate other sections or provisions thereof.

At the time of the registration of such tenement houses, the
owner thereof shall pay the Department of Health an administrative
fee for each such tenement house registered.
