It shall be the duty of the Police Department to enforce the
traffic regulations of this municipality and all of the State vehicle
laws applicable to street traffic in this municipality; to make arrests
for traffic violations; to investigate accidents and to cooperate
with other officers of the municipality in the administration of the
traffic laws and in developing ways and means to improve traffic conditions;
and to carry out those duties specially imposed upon the department
by this Chapter and other traffic ordinances of this City.

The Police Department shall keep a record of all violations
of the provisions of this Chapter and other traffic ordinances of
this municipality of which any person has been charged, together with
a record of the final disposition of all such alleged offenses. Such
record shall be so maintained as to show all types of violations and
the total of each. Said record shall accumulate during at least a
five-year period and from that time on the record shall be maintained
complete and for the most recent five-year period. All such records
of conviction and accident reports shall be public records.

It shall be the duty of the Police Department to investigate
traffic accidents, to arrest and to assist in the prosecution of those
persons charged with violations of law causing or contributing to
such accidents. The Chief of Police is hereby authorized and empowered
to make and enforce regulations governing traffic in case of emergency
or special conditions when he finds that public safety, convenience
and the expedition of traffic may demand, which regulation shall be
effective for the period of the duration of such emergency or special
condition and no longer and in no case shall remain in effect for
more than thirty (30) days, unless approved by the Board of Aldermen.

A. The sole
power to make the following decisions is retained by the Board of
Aldermen:
1. Designate
the placement of official traffic control devices.
3. Designate
intersections where the stopping or the reduction of speed is required.
5. Designate
the location of passenger unloading zones.
6. Designate
one-way streets and alleys
7. Regulate
left and right-hand turns of vehicles entering or leaving any street
or intersection.
8. Designate
parking districts and the time limit for parking therein.
9. Designate
and authorize the erection of signs on streets upon which angle parking
shall be permitted.
10. Designate
streets upon which parking is regulated under any other Chapters of
this Title.
11. Designate
and authorize the marking of streets and intersections where speed
of and basic speed limit shall apply.
12. Designate
streets and sections of streets where passing shall be prohibited.
13. Designate
intersections where the driver of the vehicle entering from one street
shall yield to drivers from other streets.
14. Designate
handicap parking zones.
