A. Except
when necessary in obedience to traffic regulations or traffic signs
or signals, the driver of a vehicle shall not stop, stand, or park
such vehicle in a roadway other than parallel with the edge of the
roadway, headed in the direction of traffic, and with the curb-side
wheels of the vehicle within twelve (12) inches of the edge of the
roadway, except as provided in the following paragraphs:
1. Upon
those streets which have been marked or sign posted for angle parking
as shall be provided elsewhere in this Chapter, and no person shall
park or stand a vehicle other than at the angle to the curb or edge
of the roadway indicated by such signs or markings.
2. In places
where, hours when, and under conditions whereby the stopping and placing
of vehicles in excess of eight (8) feet into the roadway from the
curb for the loading or unloading of merchandise and materials is
permitted, as hereinafter in this Series provided.
3. Upon
streets other than those in the central traffic district, school buses,
to pick up or discharge children, may be stopped in a position which
may temporarily block vehicular traffic movements in both directions
on the roadway.
B. When
parking spaces are designated on public streets or in publicly owned
parking lots by lines painted on the pavement, no vehicle shall be
parked in such a way as to allow the vehicle to be situated in more
than one (1) space except it shall not be a violation of this Section
if the vehicle (including attached trailers if any) is of such length
or width that it is physically impossible to park such vehicle in
a single space. In such situations, the vehicle must take up the fewest
number of spaces as physically possible.

A. The Board
of Aldermen shall determine upon what streets angle parking shall
be permitted and shall mark or sign such streets for such angle parking.
B. Angle
parking shall not be indicated or permitted at any place where passing
traffic would thereby be caused or required to drive upon the left
side of the street.

On those streets which have been signed and designated by the
Board of Aldermen for angle parking, no person shall park or stand
a vehicle other than at the angle of the curb or edge of the roadway
indicated by such signs or markings.

A. The Board
of Aldermen is authorized to issue special permits to permit the backing
of a vehicle to the curb for the purpose of loading or unloading merchandise
or materials subject to the terms and conditions of such permit. Such
permits may be issued either to the owner or lessee of real property
or to the owner of the vehicle and shall grant to such person the
privilege as therein stated and authorized herein.
B. It shall
be unlawful for any permittee or other person to violate any of the
special terms or conditions of any such permit.

A. It shall
be unlawful for the driver, operator or owner of any motor vehicle
to enter into, stop, stand or park any vehicle on any posted private
property without the expressed or impled consent to the owner, lessee
or person in charge of the private property.
B. Posted
shall mean the displaying of a sign no smaller than six (6) inches
in height and eighteen (18) inches in width exposed to public view
and located at some prominent location on the private property bearing
substantially the following information:

C. If at any time a vehicle is parked in violation of the provisions of this Chapter, the Police Department upon complaint of the owner, lessee or person in charge of the private property where the vehicle is parked, may remove or cause the same to be removed and to be dealt with in accordance with Chapter
370 of this Title.
D. It shall
be unlawful for any person to park a motor vehicle, boat, recreational
vehicle, or trailer on any portion of the required side, rear, or
front yard of a lot within the City of Parkville.
