All ornamental and shade trees whose branches or any part thereof extend over any public street or sidewalk in the Village of Boonville shall be so trimmed that the lowest branches shall not be less than 12 feet from the ground. It shall be the duty of the owner or occupant of the premises upon which such trees shall stand to so trim the same.
Every person owning lands fronting upon any of the streets within the Village of Boonville shall, when directed by the Board of Trustees, plant, rear, preserve and maintain ornamental trees in front of such lands, to be set out under the supervision of the Public Works Superintendent, and to furnish the same with a proper protection so long as required; and, upon like order of the Board of Trustees, under the direction of the Public Works Superintendent, shall trim or cut down any tree in front of such lands which may be deemed by said Board of Trustees detrimental to the roads and streets.
In addition to the penalty hereinafter prescribed for a violation of this chapter, the Board of Trustees may require the Public Works Superintendent, on the neglect or refusal of any person to comply with such direction of the Board of Trustees, to plant, rear, preserve and maintain such trees or to trim or cut down the same at the expense of the Village, and to declare such expense a lien upon the lot or premises in front of which the same is done and to enforce the collection of such expense by action against the owner or occupant of such lot or by a sale or lease of the premises in the manner prescribed by law for the collection of unpaid taxes in said Village.

Any person violating any of the provisions of this chapter shall be punished, upon conviction, by a fine not exceeding $250 for each violation. In addition, each violation of this enactment shall constitute disorderly conduct, and each person violating the same shall be a disorderly person. Each day that a violation or failure to comply with any provision of this chapter or any regulation promulgated hereunder by the Board of Trustees occurs shall constitute a separate and distinct violation.
