Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural, and the masculine shall include the feminine.
All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Borough of Souderton.
The Chief of Police of the Borough, subject to the approval of the Mayor and Borough Council, may, from time to time, temporarily designate places upon the streets, highways, alleys and public parking areas of the Borough on which for a period of not more than three months specified traffic or parking regulations, prohibitions or restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions or restrictions shall be effective just as if they had been specified by this chapter. No person shall violate any such regulation, prohibition or restrictions, or shall remove, injure, destroy or deface any sign or marking erected under this section. Any person who shall violate any of the provisions of this section shall be liable to the penalty set forth in the law or in any other section of this or any other ordinance for a violation of such nature.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in times of emergency:
(1) 
In case of fire, flood, storm, strikes, unlawful assemblies or other emergency, to establish temporary traffic and parking regulations.
(2) 
In case of emergency or to facilitate public work or in the case of the conduct of processions and public events, to restrict or prohibit parking or traffic in limited areas for periods of not more than one week.
B. 
Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations. Any person who shall operate a vehicle in violation of any such regulations shall be liable to the penalties set forth in the law or in any other section of this of any other ordinance of the Borough for a violation of such nature.
C. 
The Mayor shall have the power and authority to establish, change and abolish, and to designate by appropriate markings or signs, crosswalks, traffic lanes and parking spaces.
The police officers of the Borough are hereby given authority to direct traffic on the highway, alleys and public parking areas of the Borough, and at the intersections thereof.[1]

Summit Street overpass. The railroad overpass where Summit Street crosses the tracks of the Consolidated Rail Corporation is restricted to use by vehicles having a gross weight of not more than 4,000 pounds.
B. 
Cherry Lane overpass. The railroad overpass where Cherry Lane crosses the tracks of the Southeastern Pennsylvania Transportation Authority is restricted to use by vehicles having a gross weight of not more than three tons.
