Borough of Souderton, PA General Regulations

§ 581-1 Definitions and interpretations.

Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural, and the masculine shall include the feminine.

§ 581-2 Manner of adopting permanent traffic and parking regulations.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Borough of Souderton.

§ 581-3 Promulgation of temporary regulations authorized.

The Chief of Police of the Borough, subject to the approval of the Mayor and Borough Council, may, from time to time, temporarily designate places upon the streets, highways, alleys and public parking areas of the Borough on which for a period of not more than three months specified traffic or parking regulations, prohibitions or restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions or restrictions shall be effective just as if they had been specified by this chapter. No person shall violate any such regulation, prohibition or restrictions, or shall remove, injure, destroy or deface any sign or marking erected under this section. Any person who shall violate any of the provisions of this section shall be liable to the penalty set forth in the law or in any other section of this or any other ordinance for a violation of such nature.

§ 581-4 Powers of Mayor to regulate traffic and parking.

The Mayor shall have the following powers to regulate traffic and parking temporarily and in times of emergency:

(1)

In case of fire, flood, storm, strikes, unlawful assemblies or other emergency, to establish temporary traffic and parking regulations.

(2)

In case of emergency or to facilitate public work or in the case of the conduct of processions and public events, to restrict or prohibit parking or traffic in limited areas for periods of not more than one week.

Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations. Any person who shall operate a vehicle in violation of any such regulations shall be liable to the penalties set forth in the law or in any other section of this of any other ordinance of the Borough for a violation of such nature.

The Mayor shall have the power and authority to establish, change and abolish, and to designate by appropriate markings or signs, crosswalks, traffic lanes and parking spaces.

§ 581-5 Authority of police officers to regulate traffic.

The police officers of the Borough are hereby given authority to direct traffic on the highway, alleys and public parking areas of the Borough, and at the intersections thereof.[1]

§ 581-6 Traffic signals erected at certain intersections.

At the following intersections, official traffic signals shall be erected (or, if already erected, are hereby ratified), and traffic at such intersections may be directed by such signals:

Main Street and Chestnut Street

Broad Street and County Line Road

Broad Street and Front Street

Broad Street and Main Street

Broad Street and School Lane

§ 581-7 One-way streets established.

The following are hereby established as one-way streets:

There shall be no southbound entrance onto School Lane at Chestnut Street between the hours of 7:30 a.m. and 8:30 a.m. and between the hours of 2:30 p.m. and 3:30 p.m. or at any other time designated by the Police Department as indicated by the operation of a do-not-enter sign.

§ 581-8 Speed limits established.

The following speed limits are hereby established:

On all Borough streets other than those which are otherwise restricted in this section, the speed limit shall be 25 miles per hour.

§ 581-9 Stop intersections established.

The following intersections located in the Borough are hereby declared to be stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named street in the direction or directions hereby indicated. All vehicles approaching the intersections upon the first-named street, in the direction or directions hereby indicated, in such case shall come to a full stop, within a reasonable distance, before entering such intersection:

§ 581-10 No-passing zone established.

The driver of a vehicle shall not overtake or pass or attempt to overtake or pass any other vehicle proceeding in the same direction in any no-passing zone. A no-passing zone is hereby established on the following streets:

§ 581-11 Traffic lanes at intersections established.

The driver of a vehicle, when approaching the following intersections from the direction indicated, shall approach the intersection and remain in the lane so marked for turning if he intends to turn or in the lane so marked for through traffic if he intends to proceed through the intersection:

§ 581-12 Yield intersections established.

The following intersections located in the Borough of Souderton are hereby declared to be yield intersections, and official yield signs shall be erected or are hereby confirmed if heretofore erected in such a position as to face traffic approaching the second-named street in the direction or directions hereby indicated. All vehicles approaching the intersection upon the first-named street in the direction or directions hereby indicated shall yield the right-of-way to all traffic on the second-named street before entering such intersection:

§ 581-13 Flashing signals erected at certain intersections.

At the following intersections flashing signals shall be erected (or, if already erected, are hereby ratified) so that a flashing red light shall face traffic approaching the intersection on the first-named street and a flashing yellow light shall face traffic approaching the intersection on the second-named street. All vehicles approaching the intersection upon the first-named street in the direction or directions hereby indicated shall come to a full stop, within a reasonable distance, before entering such intersection. All vehicles approaching the intersection upon the second-named street in the direction or directions hereby indicated shall cautiously proceed through the intersection.

§ 581-14 Establishment of school zones. [1]

At the following locations school zones are hereby established and official traffic control devices shall be erected (or, if already erected, are hereby ratified), indicating the beginning and end of each school zone to traffic approaching in each direction. Traffic entering each such school zone during its hours of operation as signified by the operation of the aforementioned traffic control devices shall proceed at a maximum speed of 15 miles per hour. § 581-15 Weight restrictions.

[Added 9-4-1979 by Ord. No. 460]

Summit Street overpass. The railroad overpass where Summit Street crosses the tracks of the Consolidated Rail Corporation is restricted to use by vehicles having a gross weight of not more than 4,000 pounds.

Cherry Lane overpass. The railroad overpass where Cherry Lane crosses the tracks of the Southeastern Pennsylvania Transportation Authority is restricted to use by vehicles having a gross weight of not more than three tons.

§ 581-16 Prohibited turns.

At the following intersections, official signs prohibiting certain turns shall be erected. Traffic approaching the intersection from the direction indicated shall not execute the turn set forth below.
