The survey, plan and system for naming of streets and numbering of houses and buildings, prepared by the Borough Engineer, titled "Comprehensive Plan for the Naming of Streets and Numbering of Houses in Souderton Borough," dated January 1935, a copy of which is hereto attached and made part hereof, is hereby approved and adopted.
A. 
All north and south streets of the same name extending across East or West Broad Street shall be designated by the prefix "North" if they extend north of Broad Street or by the prefix "South" if they extend south of Broad Street.
B. 
All east and west streets of the same name shall be designated by the prefix "East" if they extend east of Main Street or by the prefix "West" if they extend west of Main Street.
On and after the passage and approval of this chapter, it shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or other structure in the Borough of Souderton to cause the same to be numbered in accordance with this chapter and the system and plan hereby adopted and approved.
A. 
The numbers shall be placed in a conspicuous place on the front of the house or building. The color of the numbers shall be in contrast to the immediate background and the numbers shall conform to the requirements of the Uniform Construction Code, using Arabic numerals or alphabet letters at least four inches high, with a minimum stroke width of 0.5 inch, and shall be so placed as to be in full view from the opposite side of the street. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure.[1]

B. 
It shall be unlawful to cover any house number with any sign, drapery or other obstruction tending to conceal such number, and all old numbers shall be removed from any house, building or other structure when a new number has been assigned and when so directed by the Secretary of Council.
The Secretary of Borough Council shall notify all property owners of new house or building numbers. The new numbers shall be placed upon the front of the residences for which they are intended within a period of 30 days from date of notice of assignment of new numbers.

The numbers for new residences within the Borough limits shall be determined and assigned by the Borough Engineer and shall be furnished with the building permit at no additional cost.
A. 
Houses on the east side of north and south streets shall be given the odd numbers and those on the west side the even numbers of their respective blocks.
B. 
Houses on the north side of all east and west streets shall be given the odd numbers and houses on the south side of east and west streets the even numbers of their respective blocks.
C. 
The numbering of houses on all north and south streets shall start with zero at East or West Broad Street and shall be numbered toward the north Borough line or the south Borough line, as the case may be.
D. 
The numbering of houses on all east and west streets shall start with zero at Main Street from Reliance Road to Broad Street and the Reading Company right-of-way from Broad Street to the south Borough line, and shall be numbered toward the east Borough line or the west Borough line, as the case may be.
E. 
The 100 block of all streets running east shall start at the intersection of those respective streets with Front Street or Railroad Avenue, as the case may be.
F. 
The 200 block of all streets running east shall start at the intersection of those respective streets with Second Street.
G. 
The 300 block of all streets running east shall start at the intersection of those respective streets with Third Street.
H. 
The 400 block of all streets running east shall start at the intersection of those respective streets with Fourth Street.
I. 
The 500 block of all streets running east shall start at the intersection of those respective streets with Fifth Street.
J. 
The 500 block on Harleysville Pike shall start at intersection of that street with Main Street.
K. 
The 600 block of all streets running east shall start at the intersection of those respective streets with Sixth Street.
L. 
The 100 block of all streets running west shall start at the intersection of those respective streets with Franklin Avenue or Wile Avenue, as the case may be.
M. 
The 200 block of all streets running west shall start at the intersection of those respective streets with Adams Avenue or West Street, as the case may be.
N. 
The 300 block of all streets running west shall start at the intersection of those respective streets with Hunsberger Lane.
O. 
The 100 block of all streets running north shall start at the intersection of those respective streets with Chestnut Street.
P. 
The 200 block of all streets running north shall start at the intersection of those respective streets with Central Avenue or Green Street, as the case may be.
Q. 
The 300 block of all streets running north shall start at the intersection of those respective streets with Ridge Avenue, Church Street or Diamond Street, as the case may be.
R. 
The 400 block of all streets running north shall start at the intersection of those respective streets with Summit Street.
S. 
The 500 block of all streets running north shall start at the intersection of those respective streets with Reliance Road.
T. 
The 100 block of all streets, excepting Front Street, running south shall start at the intersection of those respective streets with Highland Avenue or Lincoln Avenue, as the case may be.
U. 
The 100 block of Front Street running south shall start at the intersection of Front and Noble Streets.
V. 
The 200 block of all streets running south shall start at the intersection of those respective streets with Garfield Avenue.
W. 
The 300 block of all streets running south shall start at the intersection of those respective streets with Lawn Avenue.

Any person or persons, firm or corporation who shall number or attempt to number any house or building contrary to this chapter and the plan hereby approved and adopted, or who shall fail or neglect to number their house or building in accordance with this chapter, or shall fail to change the number thereof on notification of the Secretary of Council, and any person or persons who shall alter, deface, remove or destroy any number required to be displayed by this chapter, shall, upon conviction, pay a fine of not less than $5 and not more than $10.
