As used in this article, the following terms shall have the
meanings indicated, unless a different meaning clearly appears from
the context.
DUMPSTER
A metal storage receptacle used to temporarily store debris
or garbage and which is then emptied of its contents or removed with
its contents to a dump site.
PERSON
Any natural person, association, partnership, firm or corporation.
The following requirements shall apply to any trash dumpsters
placed upon streets in the Borough:
A. Reflectors shall be placed upon all four sides of the trash dumpster,
each side containing a minimum of four reflectors, to make the dumpster
visible at night.
B. Each of the trash dumpster rollers or wheels (if any) must be placed
upon a wood pad at least 3/4 of an inch in thickness so as not to
damage the road surfaces in the Borough.
C. Size of the dumpster will be determined by the contractor or property
owner with the approval by the Police.
D. A trash dumpster placed upon a highway shall not extend substantially
into the travel lane.
E. No highway shall be closed for the purpose of location or utilization
of a trash dumpster.
F. Location and utilization of a trash dumpster upon a highway shall
not be such as to constitute a safety hazard to person or property.
G. Location and utilization of a trash dumpster upon a highway shall
be in compliance with all other federal, state and local statutes,
rules and regulations applicable thereto.
H. Only one trash dumpster per property will be permitted on any highway
of the Borough of Parkside.
I. Trash dumpsters shall be clearly marked with the owner's name, address
and telephone number.
