The Township of Fairfield, upon the authorization of the Township Administrator, Township Attorney or the Township Mayor, may request that a current property survey, metes and bounds description and/or title search be obtained and prepared for any property which the Township intends to sell, lease or create therein an easement running to the benefit of the Township, other public entity, or property owner, or both or all of them, whether at public auction or bid, exchange, distribution, sale subsequent to acquisition by tax sale foreclosure or any other means.
Metes and bounds descriptions and surveys shall be prepared by the Township Engineer. Title searches may be ordered from a title company doing authorized business with the Township at the time of ordering, or other such title company as may have knowledge, experience and licensing in the State of New Jersey to perform such title searches in the County of Cumberland and State of New Jersey.

Each such metes and bounds description, survey and/or title search shall constitute a separate transaction of special unanticipated need arising when and as needed for the purpose of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
The cost of any such current property survey, metes and bounds description and/or title search, together with an administrative fee of $25, shall be added to the price of said property and shall be paid by the purchaser or recipient thereof to the Township of Fairfield at the time of transfer of the deed and settlement of the title thereto.
