The following fees are hereby created and amended:

Animal Control

1. Dog and Cat: License and Registration Tag, Annual:
(a) Neutered
$20 per dog or cat, inclusive of State Fees for the State Surcharge Fee and State Registration Fee
(b) Unspayed and non-neutered

(c) Late charge for dog or cat license and registration, effective February 1 of every year

3. Short-term Sheltering of Domestic Animals
(a) During Animal Control business hours (Monday thru Friday, 7am - 3pm)

(2) $50 for each additional hour up to 24 hours up to a maximum cost of

(3) After 24 hours, pets brought to West Orange Animal Shelter and subject to additional shelter fees

If the actual costs for duplication of a government record exceed the foregoing rates, the charge will be the actual cost of duplicating the record. Access to electronic records and non-printed materials shall be provided free of charge, but there may be a charge for the actual costs of any needed supplies such as computer discs.
Where a request is for a copy in a format other than a photocopy, reasonable efforts will be made to provide the information in the format requested. The cost will be based on the costs of producing the format requested. If the estimated cost of providing the document(s) exceeds $5., a deposit shall be required.
A special service charge will be imposed if the request involves extraordinary expenditure of time and effort or requires a substantial amount of manipulation or programming of information technology, defined as requiring at least 25% of the custodian's normal workday.

In the discretion of the Borough Administrator, and for good cause shown in accordance with the "Policy for the Waiver of Penalties and Surcharges for Late Water and Sewer Payments", approved from time to time by the governing body of the Borough, the Borough Administrator may waive the payment of penalties or surcharges for any given water or sewer account.
