No person shall, within the limits of the borough, disrobe in any automobile, truck or vehicle while the same is upon any parking place, street, road, avenue, highway, park or other public place.

No person shall, within the limits of the borough, bathe, sun or swim out of doors, in public or on public streets, parks and places, in a state of nudity.

No person, within the limits of the borough, shall display or permit to be displayed, at any business premises, any obscene material as defined in N.J.S.A. 2C:34-3, at a height of less than five feet or without a blinder or other covering placed or printed on the front of the material displayed. Any violation of this section shall constitute presumptive evidence that the retailer knowingly made or permitted the display.
No person shall, within the limits of the borough, enter the building or go upon the lands, of any school and break, damage or deface such building or any part thereof, or the fences or other property belonging to, or connected with, such building or lands.

No person shall, within the limits of the borough, destroy or damage any real or personal property belonging to another.

No person shall throw any debris, organic matter, stones, sticks, glass, metal or any hard, dangerous or offensive substance or any object or any substance or material, into or onto any street, road, avenue, highway or public place, or at any car, vehicle, house, building, fence or person within the borough limits.
No person shall nail, tack, paste or in any manner affix any advertisement or any notice of any kind or description, on any tree, streetlight, pole or utility structure in, upon or within any street; and no person shall place, post, mark, draw or assist in the same, or cause to be placed, posted, marked or drawn upon any fence, billboard, door, wall, window, building, pavement or any street or on public or on private property without permission from the owner, any picture, drawing, writing or representation.

No person shall, within the limits of the borough, throw or discard any tin cans, bottles, garbage, grass clippings, leaves, debris or refuse, litter or garbage of any kind whatsoever into the waters of any watercourse, pond, stream or lake or into waters adjacent thereto or into any catch basin in the public streets or discharge any sewage or waste into said waters or pollute said waters in any manner whatsoever.
No person shall deposit upon any public or private property or upon any street or roadway of North Caldwell any rubbish, leaves or matter likely to decompose or be blown about by the wind or use any such substances to fill in or grade the surface or level of any ground in the borough. Nothing herein shall prohibit the deposit of leaves and other suitable decaying matter in a properly contained compost heap in rear yards of residential lots.
No person shall, within the limits of the borough, keep or maintain on any public or private property any open cistern, open hole or unsafe structure which would be likely to endanger the health or safety of any person.
No person shall burn leaves within the limits of the borough at any time.
No person shall, within the limits of the borough, kindle or maintain any bonfire or rubbish fire or authorize any such fire to be kindled or maintained on or in any public street, alley, road or other public or private ground at any time.
Any person who shall be apprehended, either on foot or in any automobile, vehicle or public conveyance, within the limits of the borough who cannot give a good account of himself or herself, or who is engaged in an illegal occupation, or who is in the borough for an unlawful purpose, shall be deemed and adjudged to be a disorderly person and subject to the penalties hereinafter set forth in this chapter.

No person shall, within the limits of the borough, go about from door to door or place themselves in any street, road, avenue, highway or other public place to gather donations, except in accordance with the provisions of Chapter 33, Canvassing and Soliciting, of the North Caldwell Borough Code.

No person shall, within the limits of the borough, willfully or maliciously take down, remove or injure any notice, advertisement or other placard legally and publicly set up or posted by an officer or person on official borough, state or federal business, regarding any official borough, state or federal business in accordance with the law, before the time to which such notice, advertisement or placard relates.

A. 
Permit required. No person shall, within the limits of the Borough of North Caldwell, allow, suffer or permit the display for sale of any goods, wares or merchandise upon the streets, walkways or sidewalks of the borough, or upon private property in any residential district, as defined in Chapter 107, Zoning and Land Use. A sale of used goods, wares and merchandise, commonly known as a garage sale, lawn sale or attic sale, may be permitted in any residential district as defined in the Zoning and Land Use chapter upon a permit from the Zoning Officer, which permit shall be valid for not more than two consecutive days. Unless such sale is held within two months of the date of the permit, such permit shall expire by limitation. Each owner-applicant may apply for said permit not more than twice each calendar year. The fee for such permit shall be $10.
B. 
Hours of sale. All garage sales shall be conducted between the hours of 9:00 a.m. and 6:00 p.m. only.

No person shall construct or maintain any pipe, culvert or artificial watercourse of any kind or nature which shall collect subsurface water or water from washing machines, dishwashers or similar appliances for the purpose of discharging it via a sump pump or similar device onto the public streets or thoroughfares of the borough. Any discharge from sump pumps must be into the storm sewer system upon proper application to and inspection and approval by the Construction Official or his designee, pursuant to the State Uniform Construction Code, and any discharge from washing machines or similar appliances must be into the sanitary sewer pursuant to applicable municipal and state construction, environmental and health regulations.

Any person who violates any provision of this chapter shall, upon conviction thereof, be liable to the penalties stated in Chapter 1, Article II General Penalty, Section 1-5, et seq.

This chapter shall be enforced by the Borough of North Caldwell Police Department.
It shall be unlawful for any residential property owner to park, or permit the parking of, any vehicle on a residential lawn. (1973 Code § 58-7)

A. 
The smoking of tobacco or any tobacco derived product, the carrying of lighted tobacco, or the use of any electronic smoking or vaporizing device shall be prohibited from all indoor or outdoor property of the Borough of North Caldwell;
B. 
The smoking of tobacco or any tobacco derived product, the carrying of lighted tobacco, or the use of any electronic smoking or vaporizing device shall be prohibited on any public conveyances, within the Borough, including but not limited to, buses and other public transportation; and
C. 
The smoking of tobacco or any tobacco derived product, the carrying of lighted tobacco, or the use of any electronic smoking or vaporizing device shall be prohibited on the grounds of, any public or private elementary or secondary schools within the Borough of North Caldwell; and
D. 
Any person held in violation of this chapter shall be subject to a civil penalty of $200 per violation, in accordance with N.J.S.A. 26:3D-65(a)-(b), enforceable by the municipal court.
