The Board of Commissioners shall, by ordinance, establish titles for public employment by the Borough of Wildwood Crest, and salary ranges for Borough employees. Said titles shall conform to the New Jersey Civil Service Act and regulations promulgated by the New Jersey State Department of Personnel.
The Board of Commissioners shall, by resolution, adopt and amend from time to time personnel policies and procedures, including determination of benefits (health insurance, retirement, vacation, holiday, personal, sick, overtime/compensatory leave, and pay provisions) and rules concerning the hiring and termination of employees, terms and conditions of employment, and regulations required to comply with applicable Federal and State employment related law. The personnel policies and procedures adopted pursuant to said resolutions shall be applicable to all officials, appointees, employees, prospective employees, volunteers and independent contractors of the Borough of Wildwood Crest.
The Borough Administrator, with the approval of the respective Commissioner, or the Board of Commissioners where appropriate, shall be responsible to implement and enforce the personnel practices adopted by ordinance or resolution authorized pursuant to § 46-42. If there is a conflict between said personnel practices and any duly adopted and lawful collective bargaining agreement, personnel services contract or Federal or State law, the terms and conditions of that contract or law shall prevail. In all other cases, the practices adopted pursuant to this Article VIII shall prevail.
There is hereby established the Office of Personnel, which shall be under the purview and direction of the Chief Financial Officer and shall be responsible for, but not limited to the following functions:
A. 
Maintain a centralized system of personnel files for all Borough full-time and part-time employees for all Borough departments in accordance with the personnel policies and procedures of the Borough and the provisions of all laws and regulations regarding the management of personnel records, systems and procedures;
B. 
The processing of required documents and records on behalf of the New Jersey Department of Personnel or any other state or federal agency requiring same;
C. 
Recruitment/employment;
D. 
Civil Service appointing authority;
E. 
Coordinate with the other Borough departments to ensure that appointments and examination notices as may be required from time to time are posted and that notices of any federal or state agency regarding employment and required to be distributed for employee notification are posted and/or distributed;
F. 
Employee training, management of annual performance evaluations and management of 30/60/90-day evaluations;
G. 
Onboarding;
H. 
Voluntary terminations;
I. 
The administration of health, dental, and pension and other fringe benefits;
J. 
Affirmative action compliance;
K. 
Employment law compliance;
L. 
Coordinate all activities within the Office of Personnel with the Borough Administrator;
M. 
Such other duties of like nature as, from time to time, may be assigned by the Board of Commissioners.
