All definitions of words and terms used herein, except as specifically otherwise noted, shall be defined in accordance with the provisions of the Special Law Enforcement Officers Act (P.L. 1985, c. 439).[1]

All special law enforcement officers appointed and in service on the effective date of this article may continue in service so long as they complete all training and certification requirements as required by the Act, within 24 months from January 13, 1986, provided further that such officers may not carry firearms until they have completed the basic firearms training course that has been approved by the Police Training Commission for regular police officers, subject to such waivers as may be promulgated by the Commission.

There shall be one class of special officers within the Borough of Montvale, to be known as "Class I."
A. 
Class I. Officers of this class are hereby authorized to perform routine traffic detail, spectator control and related duties and are hereby authorized to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of N.J.S.A. 39:1-1 et seq. The number of Class I officers shall be varied from time to time at the discretion of the governing body.

The possession and use of firearms by Class I special police officers is prohibited.
Special officers may be appointed both from within and outside the territorial limits of the Borough of Montvale, but must nevertheless be residents of the State of New Jersey.
All ordinances or parts of ordinances inconsistent with this article are hereby repealed.
If any section, subsection, sentence, clause, phrase or portion of this article is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining portions hereof.
This article shall take effect immediately upon publication and final passage pursuant to law.
