As used in this Chapter, the following
words shall have the following definitions:
LANDLORD
A person who leases, or agrees to lease, a rental unit for
a period of more than thirty (30) days.
RENTAL UNIT
A dwelling unit that is offered for rent, lease, or hire
or which is rented leased or hired, regardless of whether the occupant
has actually paid any rent. If multiple dwelling units are in a single
building (such as a duplex or triplex or an apartment building), each
dwelling unit is a separate rental unit.
TENANT
The person or persons occupying a rental unit with the consent
of the owner or manager of the rental unit.

A. No person shall rent to another for occupancy
any rental unit, or allow any such rental unit to be occupied by another
without first registering as a landlord with the City.
B. The registration shall be on a form prescribed
by the City Administrator, or his or her designee, and shall include:
1.
The location of all rental units
leased or offered for lease by the landlord; and
2.
A contact person for the rental unit
who lives within the City or within the Greater KC area, including
a contact number or numbers where the contact person may be reached
at any time.
C. Except as otherwise specifically provided,
landlord registrations shall be valid, for the registration year beginning
July 1 and end June 30. All such registrations shall be due and payable
on or before July 1 of each year. Any person whose registration has
expired shall immediately cease doing business until a new permit
is issued.
D. No registration shall be issued until payment
of the appropriate fee imposed to cover the City's costs in processing
the registrations as well as implementing and maintaining this program.
The fee is set forth in the Comprehensive Fee Schedule.
E. If a registration expires and is not renewed
within thirty (30) days, the City Administrator, or his or her designee,
shall report the same to the City Prosecutor.
F. No City-owned or controlled utilities will
be turned on for any residential dwelling unit, which is not owner-occupied
or which is not registered as a rental unit according to this Section.
