As used in this Chapter, the following words shall have the following definitions:
CONSTRUCTION CONTRACTING
Refers to the activity of a construction contractor.
CONSTRUCTION CONTRACTOR
A person who undertakes to or offers to undertake to, or purports to have the capacity to undertake to, or submits a bid to, or does himself or herself or by or through others, construct, alter, repair, add to, subtract from, improve, move, wreck, or demolish any building, highway, road, railroad, excavation, or other structure, project, development, or improvement to real property, or to do any part thereof. "Construction contractor" includes subcontractors, specialty contractors, prime contractors, and any person receiving consideration for the general supervision and/or coordination of such a construction project except for remediation contracting. This definition shall govern without regard to whether or not the constriction contractor is acting in fulfillment of a contract.

A. 
No person shall hold himself or herself out as a construction contractor or offer to provide construction contracting in the City until such person has obtained an occupational license.
B. 
All contractors shall maintain general liability coverage in an amount no less than five hundred thousand dollars ($500,000.00) per occurrence for personal injuries and property damage. In addition, every such contractor shall procure and maintain workers' compensation insurance as required by law. Proof of insurance shall be provided at the time of licensure and shall have the City of Grain Valley added as a certificate holder to the insurance policy. The insurance policy shall require the insurance company to notify the City of Grain Valley, in writing, any change or cancellation of such policy at least ten (10) days prior thereto. In addition to the aforementioned insurance requirements, any licensed contractor performing work in the City right-of-way as a condition of a building permit must meet the bonding requirements set forth in Section 505.080, Bond Prerequisite To Issuance.
