[Adopted 1-24-1996 (Sec. 20202 of the 1996 Code)]
No person owning or harboring a dog, licensed or unlicensed, shall:
A. 
Allow or permit his/her dog to howl, bark or otherwise act in such manner as to create unnecessary or unreasonable noise, or to disturb, annoy, offend, or injure any person in the Village or defecate or urinate or cause damage on or to his/her property, or otherwise interfere with the preservation of peace and good order and the public health, safety and welfare.
B. 
Permit his/her dog to run at large in the Village.
C. 
Permit or allow any dog to be on any park or public property unless such dog is leashed or under the immediate and direct control of the owner or other person of suitable age to control said dog.
A. 
At large. "At large" shall mean that a dog is on premises which are other than the owned or leased premises of the dog's owner or that the dog is on premises of any other person without the knowledge, consent (express or implied), or approval of said other person.
B. 
No dog shall be deemed to be at large if it is:
(1) 
A guide dog actually leading a blind person;
(2) 
A police work dog in use for police work; or
(3) 
Accompanied by its owner or other responsible person and is actively engaged in training for hunting on unposted land or on posted land with the permission of the owners of the land.
C. 
Presumption of being at large. The fact that a dog is at large in the Village on any premises or any place other than those permitted herein shall be presumptive evidence that the dog has been permitted to be at large with the knowledge of the owner or person harboring such dog.
D. 
Minor owner, responsibility of head of household. In the event that any dog found to be in violation of this article is owned by a person less than 16 years of age, then the parent or the head of the household in which such person resides shall be deemed to be the owner or person harboring such dog and responsible for the acts of said dog for the purposes of this article.
Any peace officer shall have the authority to issue appearance tickets pursuant to the Criminal Procedure Law and/or to seize any dog violating the provisions of this article.

Failure to comply with any of the provisions of this article shall be deemed a violation and the violator shall be punished as set forth on the Village of Dryden Fine Schedule, which Fine Schedule may be established by resolution and thereafter amended from time to time by resolution of the Village Board of Trustees.
