It shall be illegal to operate a bicycle or
skateboard on the streets and sidewalks within the Borough as designated
by the Council of said Borough with reference to the presentation
of a public event. It shall be the duty of the Council of the Borough
to define the area so circumscribed and the hours of the day and the
dates of said public events. The scheduling of said public events
shall be published in a newspaper of general circulation within the
Borough.

Any person who violates this article shall,
upon conviction thereof in a summary proceeding, be sentenced to pay
a fine of not more than $600, plus costs of prosecution and, in default
of payment of such fine and costs, be imprisoned for a period of not
more than 90 days.
