The Borough of Media hereby finds that the sidewalks and streets of certain detailed areas defined below are subject to a large pedestrian and automotive traffic flow. In order to provide for the safety of pedestrians, skateboarders and automobile operators of all ages using such area, it is necessary to limit the operation of skateboards on certain sidewalks and streets as designated in § 253-35.
For the purposes of the article, the following terms shall have the meanings indicated:
SKATEBOARD
A single platform which is mounted on wheels, having no mechanism or other device with which to steer or control the direction of movement other than the rider's own direction, while being operated, used or ridden.

No person shall use, operate or ride upon any skateboard on the sidewalks or streets, at any time, in the following areas:
A. 
All that area bounded by the north side of Front Street to the west side of Edgmont Street to the south side of Baltimore Avenue/Pike to the east side of Lemon Street.
B. 
Municipal parking lots at Baltimore Pike and Olive Street; Orange Street and Baker Street; Front Street and Olive Street; and State Street and Gayley Street.
The Borough Council shall have the discretion to post signs designating those areas in § 253-35.
Violations of this article shall result in punishment, upon conviction, of a fine not exceeding $50. In the case of a second conviction under this article, the Borough has the authority to confiscate the skateboard.
