No person shall disturb, crack, break or repair any sidewalk or insert or replace a valve or cap for a utility line in or as part of any sidewalk square unless they shall thereafter, upon completion of said repair, disturbance or replacement, replace and complete with a new base and cement the entire sidewalk square in which the aforesaid work has been made. If multiple sidewalk squares were cut, drilled or disturbed, this article shall apply to each square which was cut, drilled or disturbed.
As used in this article, the following terms shall have the meanings indicated:
SIDEWALK SQUARE
That portion of a permanently surfaced sidewalk area usually being four feet by four feet in dimension and used for public and private pedestrian traffic.
This article shall apply to any person as defined in § 352-18 and to all utilities and public agencies.
Any person violating § 352-30 shall be subject to a fine not exceeding $100 or imprisonment for 30 days, or both.
