There are hereby created the positions of Health Officer and Assistant Health Officer. They shall be appointed in accordance with the provisions of Subtitle 3 of Title 11 of the New Jersey Revised Statutes.
The Health Officer, in addition to other duties and powers, shall:
A. 
Be the supervisor of the Health Department and be its general agent for the enforcement of all health ordinances and the sanitary laws of the state.
B. 
Have the power to assign any qualified employee of the Health Department to any work or position therein, not inconsistent with the license or grade held by such employee.
C. 
Report to the City Manager, at such times as required, any information concerning the Department and its work as the City Manager may deem pertinent.
D. 
Annually, on the date to be fixed by the City Manager, render to him a full report of the activities and operations of the Department.
E. 
Be subject to the authority of the City Manager and prescribe such rules and regulations as he may deem necessary or expedient for the proper conduct of the Department.
F. 
Be responsible to the City Manager for the proper custody and preservation of the books, papers, records and property under his control.
G. 
Administer the work of the Department in accordance with the policies established by the Council, the City Manager or the State Department of Health.
H. 
Create and supervise an efficient administrative organization for the Department.
I. 
Be empowered to conduct studies of local conditions and needs affecting health and sanitation for the purpose of developing immediate and long-range plans to meet these needs, and he shall keep informed as to developments in the field of public health.
J. 
Be empowered to promote the public health program, through use of volunteers and staff workers, and to establish and promote cooperative planning and work relationships with other local community agencies.
K. 
Be empowered to prepare budget estimates in conjunction with the Health Department and to supervise the keeping of complete financial records of the Department.
L. 
Attend all meetings of the Board of Health.
M. 
Submit a monthly report to said Board, advising the Board as to the conduct and progress of public health activities and facilities in the City.[1]

The Assistant Health Officer shall have such duties and powers as may, from time to time, be delegated to him by the Health Officer. In the absence of the Health Officer, he shall act as his deputy, with full powers to perform any and all of the duties of the Health Officer. The Assistant Health Officer shall devote the entire working day to the duties of his office.
