A. 
Scope of section. The holder of any license, permit or certificate issued in accordance with the provisions of the following may apply to the City Clerk for a renewal thereof on forms to be supplied by the City Clerk:

Ch. 163, Billiard Rooms, Bowling Alleys and Dance Halls
Ch. 171, Bootblacks
Ch. 203, Dogs and Other Animals, Art. II, Kennels, Pet Shops, Shelters and Pounds
Ch. 207, Dry-Cleaning Establishments, Coin-Operated
Ch. 241, Florists
Ch. 265, Hawking and Peddling
Ch. 281, Ice Cream Peddling
Ch. 289, Junkyards and Junk Shops
Ch. 367, Restaurants
Ch. 379, Skating Rinks
Ch. 413, Taxicabs and Autocabs, §§ 413-5 through 413-13

B. 
Form of renewal application. Such forms only shall provide a place for identification of the type and number of license, permit or certificate previously issued, space for listing any changes in the facts stated in the original application for such license, permit or certificate and any amendments thereto, a certification that no changes have occurred in the facts stated on the original application and any amendments thereto or that the changes listed are the only changes which have occurred in the facts listed in the original application and any previous amendments thereto and a place for execution by the license, permit or certificate holder.
C. 
Notification of departments by City Clerk in certain cases. In the event that the provisions of the chapter (in the Code of the City of Clifton or any chapter listed in Subsection A of this section) in accordance with which such license, permit or certificate was previously issued requires reports from any of the departments of the City, the City Clerk, upon receipt of an application for renewal thereof, shall notify each of such departments of such application and of any changes in the facts stated in the original application for such license, permit or certificate and any amendments thereto.
D. 
Current fingerprinting required in certain cases. In the event that the provisions of the chapter (in the Code of the City of Clifton or any chapter listed in Subsection A of this section) in accordance with which such license, permit or certificate was previously issued requires the fingerprinting of the applicant, said applicant, upon an application for renewal, shall submit to the Police Department a new set of said applicant's fingerprints in the form and manners provided by the chapter in accordance with which said license, permit or certificate was previously issued, which set of fingerprints shall be taken not more than one week prior to the date of filing of the application for renewal.
E. 
Report or certification by departments in certain cases. Upon receipt of notification from the City Clerk of the filing of an application for renewal, each of the City's departments so notified shall review the facts set forth in the report it made at the time of the original application for such license, permit or certificate and any subsequent reports. In the event that there are any changes in the facts and findings set forth in such previous reports, the department shall submit to the City Clerk a new report setting forth such changes. In the event that there are no changes in the facts and findings set forth in such previous report, the department shall submit to the City Clerk a certification stating that there are no such changes.
F. 
Issuance by City Clerk of renewal where no changes in the facts have occurred. If, upon receipt of such reports or certifications, the City Clerk finds that there are no changes in the facts set forth in the original application for such license, permit or certificate and any amendments thereto and in the facts and findings set forth in the reports made by the various departments of the City at the time of the original application for such license, permit or certificate and any subsequent reports, the City Clerk shall issue a renewal of such license, permit or certificate.
G. 
Issuance by City Clerk of renewal upon consent and approval of the Council where changes in the facts have occurred. If, upon receipt of such reports or certifications, the City Clerk finds that there are changes in the facts set forth in the original application for such license, permit or certificate and any amendments thereto and in the facts and findings set forth in the reports made by the various departments of the City at the time of the original application for such license, permit or certificate and any subsequent reports, the City Clerk shall submit the application for renewal and all reports made thereon to the Municipal Council for its consent and approval. Upon the consent and approval of the Municipal Council, the City Clerk shall issue a renewal of such license, permit or certificate.
