A.
In the event that there is a delay of more than 30 days in receiving the reports from the New Jersey State Police and the Federal Bureau of Investigation, the Chief of Police shall notify, in writing, the person or body having authority to grant the permit or license of such delay.

Upon receipt of such notification, the person or body having authority to grant the permit or license may consider the application for said permit or license, provided that said permit or license, if approved, shall be subject to the special condition that the person or body having authority to grant the permit or license reserves the right to revoke its approval thereof should the report submitted by the Chief of Police, after receipt of the records from the New Jersey State Police and the Federal Bureau of Investigation, reveal any police or criminal record of the applicant. In the event that approval as herein provided is granted, the City Clerk shall endorse upon the permit or license the legend following: "Issued subject to receipt of records from the New Jersey State Police and the Federal Bureau of Investigation in accordance with the terms and provisions of § 303-3 of Chapter 303 of the Code of the City of Clifton."
