Equal employment opportunity shall be afforded to Township employees and applicants for employment regardless of race, color, religion, sex, national origin, age, marital or veteran status, or the presence of a non-job-related medical condition or handicap. This shall apply to recruitment, hiring, promotion, training, compensation, transfers, layoffs, terminations and benefits.
A. 
Affirmative action. The Township of Bridgewater endorses without qualification the national and state policy of equal employment opportunity and nondiscrimination in the provision of services to the public. Through this affirmative action plan, the Township reaffirms its policy to make all decisions with regard to recruitment, hiring, promotions and all other terms and conditions of employment without discrimination on grounds of race, color, creed or religion, sex, national origin, age, physical or mental handicap, military status, marital status or other factors prohibited by law. Further, the Township commits itself to the program of affirmative action set forth herein, by which:
(1) 
The underutilization, if any, of minorities and women in major job classifications is determined.
(2) 
The specific causes of such underutilization are identified and, if found to exist, will be eliminated to the greatest extent possible.
(3) 
Employment practices the impact of which may have been unlawfully discriminatory are eliminated to the greatest extent possible.
(4) 
Special recruitment efforts are undertaken to assure that minorities and women come to be represented in all major job classifications in proportions consistent as nearly as possible to the relevant labor market.
(5) 
Goals and timetables are to be established as projections of the results of such affirmative action.
(6) 
Organizational structures and monitoring systems are established to assure effective operation of the program over time, achievements of its goal and modification as necessary or desirable to that end.
(7) 
The Township reaffirms a strict policy of nondiscrimination on the basis of minority status, sex or other impermissible grounds in the provision of all services provided to the public.
(8) 
The Township assures that equal employment opportunities and the provisions of any and all public services are administered in compliance with the Rehabilitation Act of 1973, on behalf of any qualified handicapped person.
(9) 
Provision of equal employment in all public services in a nondiscriminatory manner to qualified disabled veterans and veterans of the Vietnam era.
(10) 
The Township will not tolerate any behavior or verbal or physical conduct by any administrator, supervisor or staff member which constitutes sexual harassment of any employee.
B. 
Just and equitable incentives and conditions shall be established and maintained in order to promote efficiency and economy in the operation of the Township government.
C. 
Appointments, promotions and other personnel actions requiring the application of the merit principle shall be based on systematic, uniformly administered tests where applicable and evaluations of skills and performance.
D. 
Every effort shall be made to stimulate and improve employee satisfaction and motivation by fair administration of this policy and by consideration of the rights and interests of employees consistent with the best interests of the public and the Township.
E. 
Continuity of employment with the Township shall be subject to good behavior, satisfactory performance, necessity for the performance of work and the availability of funds.
F. 
Employment opportunities in the Township government shall be posted on the public bulletin board and advertised in the official Township newspaper and may be advertised in appropriate professional journals. Qualified Township employees shall have preference in being considered for said positions; provided, however, that they have completed six months of satisfactory service with the Township.
A. 
The Mayor shall appoint all department directors with the advice and consent of the Township Council pursuant to the Administrative Code.[1]

B. 
The Mayor may remove any department director pursuant to the provisions of state statute.
C. 
Each department director shall appoint, promote and remove subordinate officers within his/her department, subject to the ratification of the Mayor and/or the Township Administrator pursuant to the provisions of this chapter.
