Paychecks shall be distributed on Wednesday to those employees who are paid on a weekly basis.
In compliance with applicable law, the Town of Greenville deducts the required portion of each employee's pay for federal, state and social security tax. Any deduction authorized by the employee, such as insurance premiums, retirement system contributions, credit union, union dues or other employee authorized deductions, shall be noted on the paycheck.
Preauthorized expenses shall be reimbursed by voucher upon submission of documentation forms and receipts appropriate to prove the expense. These expenses include but are not limited to meals, lodging, parking, mileage and highway tolls. Reimbursement rates for meals and mileage shall be established by the Town Board. Employees who are authorized to use their own vehicle to conduct Town business shall be reimbursed a mileage rate upon submission of a voucher that includes beginning and ending odometer readings.
It is the Town's policy to request and/or authorize overtime pay or compensatory time only when absolutely necessary. All overtime and compensatory time must be pre-approved by the department head and Town Supervisor. The Highway Superintendent has the authority to approve overtime pay or compensatory time for Highway Department employees in accordance with the union contract. Overtime pay shall be payable at the rate of time and 1/2 the normal hourly rate.
Call-in pay shall be granted to highway union employees per the terms of their union contract.
A. 
Full-time employees. The Town shall provide full-time employees and full-time elected officials with health insurance coverage. Coverage is provided for eligible spouses and dependent children (as defined by the plan description) of full-time employees and is effective 30 calendar days from the employees'/officials' date of appointment.
B. 
Part-time employees. The Town shall provide part-time employees who work 20 hours a week or more and part-time elected officials with 50% paid health coverage. The remainder of the premium shall be paid by the employee/official.
C. 
Buyout option. Those eligible employees/officials elected or hired prior to January 1, 2014, who choose not to participate in the health insurance program may apply for an annual stipend as follows:

(1) 
Employees with a spouse and/or dependent child(ren) shall receive $2,000, so long as that sum does not exceed the cost to the Town for coverage under the Town's plan; and
(2) 
Single employees shall receive $1,000 so long as that sum does not exceed the cost to the Town for coverage under the Town's plan.
(3) 
In the event the annual stipend recited above exceeds the annual cost to the Town for coverage under the Town's plan, the annual stipend shall be reduced to the amount of the cost to the Town for coverage under the Town's plan.
D. 
Continuation of benefits. The Consolidated Omnibus Budget Reconciliation Act (COBRA) offers employees and qualified beneficiaries the right to continue existing health insurance coverage completely at their own expense under certain qualifying conditions. All required premiums must be paid in a timely manner in order for coverage to continue.
E. 
The Town Board retains the right to designate the Town's health insurance provider, to change said provider from time to time, and reserves the right to require employee contribution to the health insurance plan at any future date.

Disability insurance shall be provided by the Town.
Workers' compensation benefits, including payment of medical costs and replacement of lost wages up to the regulated maximum, shall be provided for all eligible employees who suffer a job-related injury. The cost of workers' compensation shall be paid entirely by the Town. It is the employee's responsibility to provide immediate verbal notification at the time of injury and submit a written report of the injury to the department head and the payroll office within 24 hours of the accident in order to ensure prompt coverage of the claim. In the event of the employee's incapacitation, the department head shall complete and submit the required forms on behalf of the injured employee.
Unemployment insurance is available to those individuals who are ruled eligible for benefits by the New York State Department of Labor and have served the appropriate waiting period. The cost of this coverage shall be paid entirely by the Town.
Social security benefits are available for retirement, survivor's benefits and medical costs under qualifying conditions, as determined by the Federal Social Security Administration Office. Employee contributions to social security (FICA) shall be matched by the Town.
A. 
After one year of employment, one week of paid vacation shall be granted; two weeks shall be granted after two years; three weeks shall be granted after seven years; four weeks shall be granted after fifteen years for new employees. Employees on the payroll as of January 1, 1995, shall retain vacation days they presently have and will progress under the new schedule. Vacations may not be carried over to the next year. Vacation pay will be available the last Wednesday before vacation begins.
B. 
The vacation benefits of Highway Department employees are set forth in the union contract.
Personal days are available after the probationary period. Three paid personal days shall be granted per year, and they must be used in the year they are earned. Personal days must be requested two days in advance. The personal leave benefits of Highway Department employees are set forth in the union contract.
After the probationary period, seven paid days per year shall be granted. Any unused sick days shall be paid at the regular hourly rate at the end of the year. A doctor's note shall be required after three consecutive days of illness. Employees must give at least one hour's notice before commencement of a work day for which they are calling in sick. The sick day benefits and obligations of Highway Department employees are set forth in the union contract.
Three days of bereavement leave shall be available for the death of immediate family members, to include a spouse, child, parent, grandparent, grandchild, siblings or spouse's parent. One day of bereavement leave shall be available for the death of a spouse's grandparent. The bereavement benefits of Highway Department employees are set forth in the union contract.

Paid holidays are paid from the date of hire. Full-time employees shall be granted the following paid holidays:

B. 
Employees must work the scheduled day before and the scheduled day after all holidays to receive holiday pay, with the exception of vacation, bereavement and illness with a doctor's note.

All full time employees are required to be members of the New York State Retirement System.
