No local law or ordinance shall be adopted by the Board of Trustees
of the Village of Floral Park until a public hearing has been held in its
final form before such Village Board not less than five nor more than 30 days
after public notice has been given of the time and place of the holding of
such public hearing. Such notice shall be given by the Village Clerk by causing
the same to be published once in an official newspaper so designated, and
the Village Clerk, not later than the day such notice is published, shall
post the notice of hearing on the signboard at his office. Such notice shall
contain the title of the proposed law and a brief explanatory statement thereof.
The Village Clerk shall cause to be printed or otherwise reproduced
copies of such proposed local law or ordinance and make copies of such proposed
local law or ordinance available at his office for inspection by and distribution
to any interested person during business hours.
The Village Clerk shall forthwith upon adoption of a local law or ordinance
by the Village Board, within 10 days after such adoption, cause the local
law, or an abstract thereof describing the same in general terms, to be published
in the official newspapers so designated by the Village Board and post the
same on the signboard at his office.
Proof of publication and posting of the notice of public hearing required by §
50-1 hereof shall be filed in the office of the Village Clerk.
Each local law shall be numbered consecutively beginning with No. 1
for each calendar year. When a local law is finally adopted, and certified
copies thereof are required to be filed in the office of the Village Clerk,
the State Comptroller and the Secretary of State, the Village Clerk shall
accordingly assign to such local law its appropriate number.
This local law shall become effective immediately upon its adoption
pursuant to law.
