A. 
The Board of Trustees of the Incorporated Village of Floral Park, New York, deems it in the best interests of the Incorporated Village of Floral Park, New York, that a study be made of the future development of the village, including a study of a public works program, and any necessary modification of the zoning ordinances and any other ordinances affecting the physical development of the village.
B. 
The Board of Trustees deems it desirable that a representative group of citizens be designated to serve in the interests of the public without compensation, to make such studies and to render such reports in connection with such matters and in allied matters which may be referred to it by the Board of Trustees.
There hereby is created a Planning Advisory Board consisting of five members to be appointed by the Board of Trustees to serve at the pleasure of the Board of Trustees, and to serve without compensation. This Board shall not be construed as creating a Planning Board within the contemplation of the Village Law or the General Municipal Law.
The Planning Advisory Board thus appointed shall have the power to and shall be subject to the duty of:
A. 
Investigating, inquiring into and reporting to the Board of Trustees on all facts and circumstances concerning the physical development of the Incorporated Village of Floral Park, New York, with a view towards developing a master plan for future developments.
B. 
Investigating, inquiring into and reporting to the Board of Trustees on the necessity and desirability of a public works program, the details of recommended public works and all other facts pertaining to a program of that nature.
C. 
Investigating, inquiring into and reporting to the Board of Trustees on any necessary and desirable changes in the zoning ordinances of the Incorporated Village of Floral Park, New York, and any other ordinance affecting the physical development of the village.
D. 
Investigating, inquiring into and reporting to the Board of Trustees on the facts and circumstances and plans for the clearance and rebuilding of any blighted areas within the village or any portions thereof which have assumed the characteristics of a slum area.
E. 
Submitting annually to the Board of Trustees, not less than 90 days prior to the beginning of the budget year, a list of recommended capital improvements which in the opinion of the Planning Advisory Board are necessary or desirable to be constructed.
F. 
Promoting public interest in, and an understanding of, a plan for the physical development of the village, a long range public works program, zoning matters and all other matters affecting the physical development of the village.
G. 
Investigating, inquiring into and reporting to the Board of Trustees on all matters which may be referred to it for investigation and report by the Board of Trustees.
H. 
Meeting not less than once each month and keeping a public record of its resolutions, findings and determinations and, in that connection, requiring information from any department of the village government in relation to its work and to request assistance from the Board of Trustees which may, at its discretion, assign to the Planning Advisory Board any employee of the Incorporated Village of Floral Park, New York, to assist the Planning Advisory Board in performing its functions.
