The right-of-way of the Long Island Rail Road bounded on the northwest by Jericho Turnpike and on the southeast by Tyson Avenue is hereby designated as the Creedmoor Spur Municipal Parking Field wherein the parking of vehicles shall be permitted only in accordance with the provisions of this article and §
96-96 (Schedule XXIV).

Permits to park in the Creedmoor Spur Municipal
Parking Field shall be issued by the Village Clerk to any resident
or nonresident of the Village of Floral Park upon filing the required
application with and payment of the required annual permit fee to
the Village Clerk as provided herein. Permits shall be issued for
vehicles over 22 feet in length or 8.5 feet in width to be parked
only in those spaces specifically designated for such vehicles.
All vehicles for which such permits shall be
issued shall have conspicuously displayed on the rear bumper a distinctive
decal issued by the Village Clerk bearing the registration number
of such vehicle and the year for which the permit shall be issued.
The fee for such permit shall be established from time to time by
resolution of the Board of Trustees. Such fee shall cover a calendar
year, but shall be prorated on a quarterly basis. Such fees shall
be paid to the Village Clerk before the issuance of such permit. No
such permit shall be transferable from one owner to another or from
one vehicle to another without the approval of the Board of Trustees
and the endorsement of such approval in writing on such permit by
the Village Clerk. Each permit shall expire on the 31st day of December
of the year of its issuance.
The Village Clerk shall issue a day permit or
a night permit or a twenty-four-hour permit, as requested by the applicant.
Any vehicle with a day permit displayed thereon shall be entitled
to park in the Creedmoor Spur Municipal Parking Field without payment
of any parking meter fees between the hours of 6:00 a.m. and 8:00
p.m. daily. Any vehicle displaying a night permit may park in said
Field without payment of parking meter fees between the hours of 6:00
p.m. and 8:00 a.m. Any vehicle displaying a twenty-four-hour permit
may park in such Field at any time without payment of parking meter
fees.
Signs indicating the hours during which the
respective permits are valid shall be conspicuously displayed at all
of the entrances of the Parking Field.

The Board of Trustees shall have the power to establish by resolution, from time to time, a maximum speed limit at which vehicles may proceed within the Creedmoor Spur Municipal Parking Field. Such maximum speed limit shall be posted on signs within the Creedmoor Spur Municipal Parking Field and shall be enforced by the Police Department in accordance with the provisions of §
96-41.
