At the time appointed for any meeting of Council, the President
shall be the chair and call the meeting to order. If a quorum is present,
the President shall proceed with the agenda for the meeting. If, upon
the call of the roll, a quorum is not present, the President shall
order a recess for a maximum period of 30 minutes, and if no quorum
has developed by that time, a majority of those who do meet may agree
upon another date for a meeting and may continue to do so until a
meeting at which a quorum is present is held.
Every legislative act of Council shall be taken by ordinance
or resolution or as provided in the applicable provisions of the Optional
Plans Law, the First Class Township Code, this chapter or general
law. Other official actions may be by motion made, seconded and carried
as may be appropriate.
