No person shall cause or permit any accumulation of sand, gravel, cinders, topsoil, mud, earth or other material to be placed, deposited, tracked or flowed upon any Town road.
A. 
Any person or persons, association or corporation committing an offense against this chapter, or any section or provision thereof, is guilty of a violation punishable by a fine not exceeding $250 or imprisonment for a period not exceeding 15 days for each such offense, or by both such fine and imprisonment.
B. 
The Town may also maintain an action or proceeding to enjoin the offense and recover the cost incurred by the Town for cleaning, repairing, reconditioning or restoring the road or otherwise remedying the condition.
