Historical Notes:
Article 20 of the 3-2-1971 Town Business Meeting provided as follows: the Board of Selectmen were authorized to establish a local Council on Aging in accordance with Chapter 495, Acts of 1956 {MGL c. 40, § 8B}; Chapter 376, Acts of 1959 and Chapter 66, Acts of 1965 {MGL c. 40, § 5}; said Council to carry out programs designed to meet problems of the aging in coordination with programs of the Massachusetts Commission on Aging {now Department of Elder Affairs} established under MGL c. 6, § 73 {repealed by St. 1973, c. 1168, § 2; see now MGL c. 19A, § 1 et seq.}.]

There shall be established a Council on Aging for the purpose of coordinating or carrying our programs designed to meet the needs of the aging pursuant to the provisions of MGL c. 40, § 8B.

A. 
The Council of Aging shall consist of at least seven and no more than nine members, who shall serve without pay, to be appointed by the Select Board for three-year staggered terms.
B. 
Whenever a vacancy shall occur in the membership, it shall be filled by appointment by the Select Board for the remainder of the unexpired term.
The Council on Aging shall annually elect officers, at least a Chairperson. In the event of an officer vacancy, the Council on Aging shall move expeditiously to fill the vacancy.
The Council on Aging shall prepare and submit an annual report to the Town.
The Council on Aging may appoint a director and other staff as it may require, subject to the availability of funds appropriated for this purpose.
