The Town voted to authorize the Select Board to petition the General Court to adopt precisely as follows legislation adding a new general bylaw that reads as follows: "No water services or sewer services shall be granted outside the boundary lines of the Town of Hopedale except pursuant to Town Meeting authorization of an intermunicipal agreement pursuant to the provisions of MGL c. 40, § 4A."[1]

Editor's Note: Chapter 425 of the Acts of 1998, "An Act Relative to Water and Sewer Services of the Town of Hopedale," was approved 12-24-1998 using the exact language set forth in the petition.

And the Town further authorized the General Court to make clerical or editorial changes of form only to the bill, unless the Select Board approves amendments to the bill before enactment by the General Court. The Select Board is hereby authorized to approve amendments which shall be within the scope of the general public objectives of this petition.
And the Town further voted to ratify a memorandum of understanding dated December 11, 1997, between the Mendon Water Commission and the Hopedale Water and Sewer Commission for the provision of water to the Town Hopedale to 24 lots with contaminated wells in the Town of Mendon described as follows: Lots 42, 44, 47, 49, 52, 55, 56, 57, 58, 60, 61, 62, 63, 64, 65, 66, 68, 69, 70 and 71 on Milford Street; lots 6 and 8 on Harrington Street and lots 4 and 5 on Eight rod Road; as shown on Assessors' Map and attached to said memorandum of understanding.

The Town authorized the Select Board to covert a December 12, 1988, agreement with the then-developer into an intermunicipal agreement with the Town of Mendon for the provision of sewer services to 17 lots within a subdivision known as "New Homes at 8 Rod Road Homeowners' Trust," such lots described as follows: Lots 1 through 17 as depicted on a plan dated May 11, 1988, as prepared by Guerriere and Halnon, Inc., Engineering and Land Surveying, 1031 Providence Road, Whitinsville, MA.
