Historical Notes:
Article 1 of the 5-15-1963 Special Town Meeting accepted the provisions of MGL c. 71, §§ 16 through 161, providing for the establishment of a Regional Vocational School District, together with the Towns of Bellingham, Blackstone, Douglas, Grafton, Mendon, Milford, Millville, Northbridge, Sutton, Upton and Uxbridge, and the construction, maintenance and operation of a regional vocational school by the said District in accordance with the provisions of a proposed agreement filed with the Selectmen.
Said agreement was AMENDED by Article 17 of the 4-3-1989 Annual Town Meeting, in which the Town voted to amend the agreement between the Towns of Bellingham, Blackstone, Douglas, Grafton, Hopedale, Mendon, Milford, Millbury, Millville, Northbridge, Sutton, Uxbridge and Upton with respect to the establishment of a regional vocational high school district in the following manner:

Section 1, paragraph A is amended by striking the words "Annual Town Elections" and inserting in place thereof the words "at the biennial state elections in 1990, and every fourth year thereafter, members of the Regional School District Committee shall be elected by the voters in the District."

Section 1, paragraph C is amended by striking the entire paragraph entitled "Elected Members" and inserting in place thereof the following:
C.
ELECTED MEMBERS. At the biennial state elections in 1990, and in every fourth year thereafter, members of the Blackstone Regional School District Committee shall be elected by the voters of said District. The terms of such members shall commence on the third day of January following their election. If a member Town of the District shall not have a candidate on the ballot for any such election, then a member from said Town shall be appointed in accordance with paragraph d of Section 1 of this Agreement.

Section 1, paragraph E is amended by striking the words "in April" as appearing in Line 2 of said paragraph and inserting in place thereof the words "in January."]
