The Borough Council of the Borough of Pleasant Hills hereby creates the Pleasant Hills Planning Commission pursuant to the authority granted under the Pennsylvania Municipalities Planning Code, Act of 1968, July 31, P.L. 805.[1]

The Pleasant Hills Planning Commission shall be composed of seven residents of the Borough of Pleasant Hills. All members of the Pleasant Hills Planning Commission shall serve without compensation but may be reimbursed for necessary and reasonable expenses. No more than two members of the Pleasant Hills Planning Commission shall be officers or employees of the Borough of Pleasant Hills.
A. 
All members of the Pleasant Hills Planning Commission shall be appointed by the Borough Council of the Borough of Pleasant Hills. Each member of the Planing Commission shall serve for a term of four years or until his successor is appointed and qualified.
B. 
The term of office of all members of the Pleasant Hills Planning Commission shall expire on December 31 of the last year of their appointment.
C. 
The term of office of the first members of the Pleasant Hills Planning Commission shall be staggered in the following manner:
(1) 
Two members shall serve until December 31, 1977.
(2) 
Two members shall serve until December 31, 1978.
(3) 
Two members shall serve until December 31, 1979.
(4) 
One member shall serve until December 31, 1980.
A. 
The Planning Commission of the Borough of Pleasant Hills shall, at the request of the Borough Council of the Borough of Pleasant Hills, have the power and shall be required to:
(1) 
Prepare a Comprehensive Plan for the development of the Borough of Pleasant Hills as set forth in the Pennsylvania Municipalities Planning Code and present it for the consideration of the Borough Council of the Borough of Pleasant Hills.
(2) 
Maintain and keep on file records of its actions. All records and files of the Pleasant Hills Planning Commission shall be in the possession of the Borough Council of the Borough of Pleasant Hills.
(3) 
Perform such other duties as may be requested by the Borough Council of the Borough of Pleasant Hills consistent with the terms and provisions of the Pennsylvania Municipalities Planning Code.
B. 
The Borough Council of the Borough of Pleasant Hills, pursuant to the authorization granted to it under Section 209.1 of the Pennsylvania Municipalities Planning Code,[1] does hereby request that the Pleasant Hills Planning Commission perform the following acts and duties:

(1) 
Make recommendations to the Borough Council concerning the adoption or amendment of an Official Map.
(2) 
Prepare and present to the Borough Council a Zoning Ordinance revision and update, and make recommendations to the Borough Council on proposed amendments to said ordinance.
(3) 
Prepare, recommend and administer subdivision and land development, planned residential development regulations as set forth in the act.
(4) 
Prepare and present to the Borough Council a building code and a housing code and make recommendations concerning proposed amendments thereto.
(5) 
Prepare and present to the Borough Council environmental studies for specific developments under these and other powers and duties of the Planning Commission.
(6) 
Submit to the Borough Council recommendations as to a capital improvement program.
(7) 
Promote public interest in, and understanding of, the Comprehensive Plan and planning.
(8) 
Make recommendations to governmental, civic and private agencies and individuals as to the effectiveness of the proposals of such individuals when such proposals come within the purpose of the Planning Commission as outlined in the act and local enabling legislation.
(9) 
Hold public hearings and meetings.
(10) 
Require from other departments, agencies and officers of the municipality such available information as relates to the work of the Planning Commission.
(11) 
In the performance of its functions, to enter upon land with the consent of the owner to make examinations and surveys.
(12) 
Do such other acts or make such studies as may be necessary to fulfill the duties and obligations imposed by this act and the duties and powers conferred by the enabling legislation of the Borough Council.

A. 
The Pleasant Hills Planning Commission shall elect a Chairman and Vice Chairman and such other officers as the Pleasant Hills Planning Commission may determine. Each of these persons shall serve annual terms and may succeed themselves.
B. 
The Pleasant Hills Planning Commission may make rules and regulations to govern its procedures consistent with the ordinances and resolutions of the Borough of Pleasant Hills and of the Commonwealth of Pennsylvania.
C. 
The Pleasant Hills Planning Commission shall keep a full record of its business and the minutes of all meetings to be forwarded to the Borough Secretary and Borough Council when they are approved. Interim reports concerning the activities of the business of the Planning Commission may be requested by the Borough Council of the Borough of Pleasant Hills as the Borough Council deems necessary.

The Pleasant Hills Planning Commission may appoint employees or consultants to help assist the Pleasant Hills Planning Commission in the performance of its duties. All such appointments shall be with the consent and approval of the Borough Council of the Borough of Pleasant Hills.
The Pleasant Hills Planning Commission shall not have the authority or power to incur any indebtedness except with the specific approval of the Borough Council of the Borough of Pleasant hills. Any expenditure to be made for or on behalf of the Pleasant Hills Planning Commission shall be with the prior approval of the Borough Council of the Borough of Pleasant Hills.
