A. 
There shall be provided, at the time of erection of any principal structure or at the time any principal structure is enlarged or increased in capacity, minimum off-street automobile parking areas, including the required number of parking stalls. Not less than 25% of the total parking area shall be provided for adequate ingress, egress and general circulation. All parking stalls shall be provided on the site of the principal structure which they are intended to serve. When the determination of parking stalls required for a use results in a fraction, then any fraction shall be counted as one parking stall and the required number shall be increased to the next whole number.
B. 
For the purpose of this chapter, "floor area" shall mean the gross floor area used or intended to be used for service to the public, customers, clients or tenants, including areas occupied by fixtures and equipment used for sale or display of merchandise. It does not mean areas used principally for nonpublic purposes, such as storage areas in retail establishments. In restaurants, the calculation of floor area shall include all areas devoted to the preparation and serving of food.
C. 
In any district, no lot area shall be used for the parking and placing, either permanently or temporarily, of mobile homes, cap trailers, truck trailers, office trailers, house trailers or storage trailers. The additional regulations found at Article XIX, § 374-92, shall also apply to this section. Exceptions. This subsection shall not be deemed to apply to recreational vehicles or recreational vehicle storage yards when the same are permitted under the terms of this chapter.
D. 
Loading and unloading berths in Districts C2, C-3, C-4 and M-1 for the delivery, shipping or storage of merchandise.
(1) 
All such berths must be located on the same lot as the principal use they are intended to serve and must comply with the loading area requirements of the zoning district in which they are located.
(2) 
No display, sale of merchandise, office or administrative use shall be permitted from any storage trailer.

(5) 
No loading or storage area shall be located within 50 feet of any residential district.
(6) 
All loading berths shall be screened by a six-foot hedge, wall or opaque fence on three sides, unless completely enclosed by building walls, from residential and commercial use districts. A loading berth in the rear of a commercial district building and not visible to the public need not be screened.
E. 
In all districts, provisions for parking shall be required for each separate use in accordance with the following table:

Full-service: 4 stacking stalls for each wash space, plus 1 drying stall for each washing stall, plus 0.5 spaces for each employee on maximum shift
Church
1 parking stall for each 5 seats provided in the sanctuary or principal place of worship
Cold or locker storage
1 parking stall for each 1,000 square feet of gross floor area
Commercial establishments
1 parking stall for each 150 square feet of floor area
Commercial swimming pools
1 parking stall for every 50 square feet of water surface area
Contractors plant/yard
1 parking stall for each 1,000 square feet of lot area
Distribution plants
1 parking stall for each 2 employees or 1 parking stall for each 1,000 square feet of gross floor area, whichever is greater
Employee dining facilities
1 parking stall for each 3 seats
Freight or truck terminal
1 parking stall for each 2,500 square feet of gross floor area or 1 parking stall for each employee on peak shift, whichever is greater
Funeral home/mortuary, undertaking establishment or cemetery
10 parking stalls for each reposing room, but not fewer than 24 parking stalls
Furniture sales
1 parking stall for each 150 square feet of showroom floor area
Health clubs
1 parking stall for each 2 persons authorized by the Borough Building Code to occupy the premises at maximum permitted occupancy
Hotels and motels
1 stall for each sleeping room or suite, plus 1 parking stall for every 80 square feet of floor area which is accessible to the public, including but not limited to offices, lobbies, public corridors, restaurants, lounges, ballrooms, retail shops and the like
Household appliance stores
1 parking stall for each 150 square feet of showroom floor area
Indoor theater
1 parking stall for each 3 seats
Laundry and cleaning establishments
1 parking stall for each 3 washing or drying machine
Light manufacturing
1 parking stall for each employee on shift or 1 parking stall for each 2,500 square feet of gross floor area, whichever is greater
Machine and repair shop
1 parking stall for each employee on shift or 1 parking stall for each 2,500 square feet of gross floor area, whichever is greater
Methadone treatment facility
1 parking stall for each 200 square feet of gross floor area
Medical professional office
1 parking stall for each 300 square feet of floor area, plus 1 parking stall for each examination room
Multifamily dwelling
1 1/2 parking stalls for each dwelling unit, plus 0.5 spaces per dwelling unit to be provided as for visitor parking
Nightclubs
1 parking stall for every 30 square feet of floor area devoted to patron use, plus 1 parking stall for every 2 persons working on the premises during peak shift
Nursing homes
1 parking stall for each 3 beds
Other supporting commercial uses
1 parking stall for each 150 square feet of gross floor area
Pharmacies
1 parking stall for each 150 square feet of gross floor area
Plumbing, heating, electrical contractors
1 parking stall for each 500 square feet of gross floor area
Printing shops
1 parking stall for each 1,000 square feet of gross floor area

1 space for each 300 square feet of gross floor area of all buildings or 1 space for each 3 persons authorized by the Borough Building Code to occupy the premises at maximum permitted occupancy
A. 
Heavy truck parking. Except for loading and unloading, heavy truck parking is prohibited in Districts R-1, R-2, R-3, R-4, P-1 and O-1.
B. 
In all residential districts, no light truck or other vehicle shall be parked outside an enclosed building or garage, except that:

(1) 
Other vehicles less than 9,000 pounds' gross vehicle weight; seven feet in height; and 20 feet in length are permitted on an approved rear yard area parking pad. Temporary storage of motor homes, motorized campers, boats and buses in the front or side yard area are limited to 48 hours prior to and after their intended use.
(2) 
Light trucks, when used as passenger vehicles, are permitted on an approved front or rear yard parking pad.
C. 
In all commercial and manufacturing districts, passenger vehicles, light trucks, heavy trucks and other vehicles of any size shall be parked on an approved parking pad or in an approved parking area.
Whenever an occupancy permit has been issued and the plans so approved contain automobile parking and loading space provisions, the subsequent use of such property shall be conditional upon the continuance and availability of the parking and loading space provisions contained in such plans. Any other use of such property shall be a violation of this article. Should the owner or occupant of any structure, as to which an occupancy permit has been issued containing automobile parking or loading space requirements, so change the use to which such structure is put as to increase automobile parking or loading space requirements under this article, it shall be unlawful and a violation of this chapter to begin or maintain such altered use until such time as the increased automobile parking or loading provisions of this article are complied with and an amended certificate of occupancy obtained from the Zoning Officer. Existing off-street parking and loading facilities provided at the effective date of this chapter, and actually being used at that date for the parking of automobiles, or as loading space in connection with the operation of an existing structure or use of off-street parking and loading facilities provided after the effective date of this chapter for the parking of automobiles or as loading space in connection with the operation of a structure or use existing at the effective date of this chapter, shall not be reduced to an amount less than required by this chapter for a similar new structure or new use.
A. 
All off-street parking, other than in a driveway, garage or enclosed building, for single-family, two-family and townhouse dwellings shall be provided on an approved parking pad and shall comply with the following regulations:

(1) 
General.
(a) 
No person shall construct or commence work on a parking pad without having first obtained a zoning permit from the Borough Zoning Officer.
(b) 
No vehicle shall project into the cartway when parked on an approved parking pad.
(c) 
The minimum size for a parking pad shall be nine feet by 20 feet. The maximum size shall be 10 feet by 24 feet.
(d) 
All retaining walls, including those associated with the construction of a parking pad, shall be constructed and maintained in accordance with the provisions of the Building Code of the Borough of Pleasant Hills and Chapter 222, Grading and Excavating, of the Code of the Borough of Pleasant Hills.
(2) 
Parking pads for single-family dwellings.
(a) 
Parking pads shall be located no closer than five feet to a side property line.

(b) 
Parking pads perpendicular to the street, adjacent to driveways and/or walkways shall not have a combined width greater than 20 feet.
(c) 
Parking pads shall be paved with an impervious surface. It is hereby recognized that an impervious surface is one which includes a porous surface. This includes material known as porous pavement which consists of concrete block or brick pavers that have built-in gaps or openings to allow rainwater to infiltrate. The purpose of porous pavement is to provide stormwater retention and to assist with the natural water cycle. The impervious surface may also be constructed of a surface known as "gravel grass." The surface of gravel grass shall be porous and include a grass cover which permits water retention. This surface shall consist of a gravel parking space which is then covered with topsoil and seeded with a grass cover. The specific method that is used is subject to the approval of the Zoning Officer.

B. 
Required off-street parking for multifamily dwellings shall not be located in the required front yard.
C. 
Areas containing required off-street parking for public, multifamily, commercial and industrial uses shall be located no closer than 10 feet to any property line and the area between the paving and the property line shall be planted and maintained in grass or ground cover or in landscaping materials which may be proposed as part of a buffer area required by this chapter.
Automotive vehicles of any kind without both a current license plate and a current state inspection sticker shall not be parked or stored on any residentially zoned property for a period of time to exceed 90 days, other than in a completely closed building.[1]
