The City of Greensburg hereby elects to administer
and enforce the provisions of the Pennsylvania Construction Code Act,
Act 45 of 1999, 35 P.S. §§ 7210.101-7210.1103, as amended
from time to time, and its regulations.

The City of Greensburg hereby adopts the 2018
Uniform Construction Code, as amended and specifically set forth in
34 Pa. Code § 403.21, and as further designated and defined
by the Pennsylvania Construction Code Act (hereinafter referred to
as the "Act"), and pursuant to the regulations promulgated by the
Department of Labor and Industry thereunder (34 Pa. Code, Chapters
401 to 405), as amended and supplemented from time to time, as the
City of Greensburg Building Code.
Administration and enforcement of the Code within
the City of Greensburg shall be undertaken in any of the following
ways as determined by the City Council of the City of Greensburg from
time to time by resolution:
A. By the designation of an employee of the City of Greensburg
to serve as the Planning Director or their designee to act on behalf
of the City;

B. By the retention of one or more construction code
officials or third-party agencies to act on behalf of the City of
Greensburg;
C. By agreement with one or more other municipalities
for the joint administration and enforcement of this Act on behalf
of the City of Greensburg;
D. By entering into a contract with another municipality
for the administration and enforcement of this Act on behalf of the
City of Greensburg.

A Board of Appeals shall be established by resolution
of the Council of the City of Greensburg in conformity with the requirements
of the relevant provisions of the Code, as amended from time to time,
and for the purposes set forth therein. The Westmoreland Council of
Governments (COG) has an established UCC Board that will hear appeals.
If at any time enforcement and administration is undertaken jointly
with one or more other municipalities, said Board of Appeals shall
be established by joint action of the participating municipalities.
This chapter shall become effective July 1,
2004.

Should the State of Pennsylvania at any time
rescind, declare a moratorium or delete specific codes, the City of
Greensburg will immediately refer back to its last existing code,
BOCA 1990 Edition, with all amendments and requirements prior to the
passage of the Uniform Construction Code by the state pertinent to
the specific change.

Any person, firm or corporation who shall violate
any provision of this chapter shall, upon conviction thereof, be subject
to a fine of not less than $100 nor more than $1,000 or imprisonment
for a term not to exceed 90 days, or both, at the discretion of the
court. Each day that a violation continues after due notice has been
served in accordance with terms and provisions hereof shall be deemed
a separate offense.
